Save the money and buy the 2060. The 2070 is only a 13% performance increase, if you want something better than a 2060 get a used 1080ti for the same price as a 2070.

I'm looking at new hard drives at the moment its definitely not a ram issue, i used to play 2k and 4k at 60hz no problem. Lowering textures on farcry primal seems to help.
Got a new monitor and i need some speakers for movies, i've got audio technica headphones for gaming and music so just need something cheap af that dont sound like rain on a tin roof.

possibly, i didnt have this issue with 1440 or 4k previously, ill give it a try anyway

By comparing it to a 1080Ti which is the same price with better performance at 4k, the 2070 is only 13% faster than a 2060 not worth the $150-200 price increase.
Use PayPal with eBay so you have buyer protection, don't get a 2070 I use one for 4k and its shit the 2060 is pretty much the same performance. You're better off with a 2060, 1080Ti or 2080.
