You don't need to refill the aio cooler, but an air cooler has fewer points of failure like it cant spill water and so on. If you aren't worried about Noise then go for an air cooler like one of the Cooler Master Hyper series.

I find it quite noticable. Maybe you need to set your monitor to a lower resolution, my monitor only gets 75hz at 1280x1024
