It all depends on your CPU and GPU that you want. A solid 650w will go a long way and 750w will give some overhead.
I run a Ryzen 7700x with overclocked RTX 4080 on a 750w and could easily run it on a 650w as well.
What CPU did you get?

I'd probably start with:
1. Update BIOS, Windows, all drivers.
2. Reset BIOS to Defaults
3. Memtest, or just run with 1 stick at time to rule out faulty module.
Start there, one at a time.

an i7 7700 is plenty to run a NAS with a bunch of supporting apps on it.
With a GPU to transcode, you'll barely notice a plex load on the box.

6700XT or 6800 is what I would suggest for 1440p in a vacuum since you don't tell us what games or fps you're shooting for.
1440p Minecraft can be played on a calculator for example 🙂

I use a 7700x and I love it. You need to change your DDR4 RAM to DDR5 as AM5 only supports DDR5.
The MSI PRO B650M-A WIFI, ASRock B650M Pro RS WiFi and the ASUS TUF GAMING B650M-PLUS WIFI are all great mATX boards with great VRM cooling.
750w will be plenty, I use a RM750i with my 7700x and overclocked RTX 4080 without issues, I see around 400-450w total system power draw during heavy gaming.
Discounts vary from shop to shop 🙂
The new CPU's are quite close to release as we have started to see BIOS updates for the Ryzen 9000 series on almost all AM5 motherboards.
But you can always wait for something better right?

No, you can leave your Library SSD alone. Just install Windows on the Gen 4, then Steam. Go into Settings, and find the Library aspect to point it to the old folder.
In the Steam client options under "Download" is a point " Steam Library Folders". Just add the library from D and then restart Steam. Now all the games should be recognized.

If same price, go 2x. Easier on memory controllers.
