Can the film be removed and reapplied if it gets worse?

Hey everybody, I bought a used monitor, Dell S2716DG, LED-Monitor, TN-pannel and it got this little defekt at the bottom of the sceen. I can't find anything like it online. Does anybody have any kind of idea what this could be and if it might be fixable? It doesn't really bother me because it is only noticable on dark images and you rarely take notice of it because it is on the bottom edge of the screen. My main concerne is that it might spread even further upwards.

linux doesnt have to be pre installed, it is free anyway. But it would be good if it came without windows, otherwise i have to pay for the windows license, which i dont need.

Hey everybody, I need a laptop for university, mainly programming (c++ and matlab) and reading PDF files. Maybe you guys have any good recommendations for me . Here are my criterias so far: -size: 11-13 inches -operating system: linux -battery life: 6h+ (actually 8 would be great) -resolution: 1600x900 or 1920x1080 -keyboard must be good -halfway decent trackpad -64-128gb ssd -lightweight -pricing: 300-600€ -no gpu, integrated graphics are sufficient I hope this is enough information to work with. Any help is appreciated
