The reason that this doesn't already exist for electronics and will never work is the fact that electronics almost always lose value over time and often have very low single digit margins at retail. There is simply not enough money for a middleman.
Also, nobody hoards electronics in the hopes that something will be collectible someday. The goal is to turn over inventory as fast as possible.

@NumLock21 is correct. AFAIK, there are no mainstream Intel boards that have an M.2 slot wired directly to the CPU. They all go through the chipset and DMI. The only way that you can use CPU lanes for storage is to use a M.2 PCIe expansion slot.
Here is the block diagram for Z270. Only the three x16 PCIe slots slots are wired directly to the CPU. Everything else goes through the chipset.

This is called overscan, and a 2015 TV will definitely have an option to turn it off. This is way easier than the unnecessary workaround that you are attempting.
Edit: Menu > Picture > Picture Options > Size > Screen Fit

If you need to ask, then I would beg you to do some basic research before dropping $2.5k. For starters, 7700k. Also, H110. These are two-gen old parts, and H110 was the shit tier even when it was new. Meanwhile, you're proposing to spend over $200 on it four years later.

No, your MSI board is ATX. If you are switching to an mATX case, get an mATX board. Otherwise, you're either paying more for an equivalent ITX board, losing out on expandability, or possibly getting worse cooling/VRMs.

Tidal and Qobuz both offer lossless CD quality streams. But this is placebo for the vast majority of people, especially in a casual listening setting. Lossless for archival is fine, but to pay extra for streaming is dumb.

Absent reviews or the ability to open up the units to inspect the components inside, you basically just go off of brand value and recommendations from other people. But fortunately, we're not in the dark ages anymore and there is plenty of information out there about a vast number of PSUs that you can peruse before you buy.
