Look at the benchmarks for Corona, Blender & Handbrake. 
 
OBS is a x264 encoding task. Your worst case is that the 1600 works the same as the 8400. Best case is the 1600 is significantly faster. The HandBrake result there is a conversion to x265, which is more bound to a primary worker thread. This tends to be the worst result for AMD in the encode space, which is level with the Intel SKUs by price category.

So, more threads do benefit your streaming quality. Since you are making a dedicared streaming pc you'll be streaming 1080p60 with x.264 encoder and CBR 6mbps fast preset. In that part, I'd suggest getting the ryzen. since you'll slightly benefit from the extra threads. and get any kind of graphics card that's cheap. You can just get a $10 gpu for vidro output

If it's only dedicated to streaming, the 1600 might be overkill. I'm looking around if anyone has actually put up any benchmarks for load utilization on this type of stuff and actually coming up pretty short.

You know, there really doesn't seem to be any good actual benchmarking available on this topic. The Ryzen 5 1600 would encode x264 better, so if the encoder can load the threads, it'd work out better.

My best guess is go with the 1600 and OC it to 3.8 Ghz all-core. (3.9 if you can do it at good voltage.) That should be able to handle 1080p/60hz with good quality, if I'm reading about OBS properly. (Big if here, as I've not played with this stuff, and no one really has extensive benchmarks for dedicate systems.)

Android, given that your Chromebook will support android apps. Some of the older Cromebooks don't support android. Mine is 2 to 3 years old and it wont support it.

I have earned V-Bucks in game that added to V-Bucks spend above but from what I can remember that is the € equivalent of V-Bucks. 

I find hardwarcecanucks are great. Although they cover everything from cases, to mice to cpus so you may not find everything you are looking for.

K95 sounds like your best bet. Although there are other ones too:
 
G.skill KM780: Jayztwocents done a review and seemed to like this keyboard. Video available on youtube. On the flip side I have read some bad reviews also, one including a user (cannot remember what forum, possibly this one or Reddit) claiming the keyboard only lasted 6 months before falling apart.
 
Blackwidow Chroma V2- The keys are mechanical but are Razers own switches. Obviously the brand name speaks for itself. Search for reviews on switches as I have read that they generally compare to Cherry MX but are a tad mushier. Personal preference and all that Jazz
 
And lastly ill include Viper V770, solely included because it has the macro keys you are looking for. I haven't looked into this much myself.
 
I settled a G910 arriving Wednesday to replace my K55. Going to make myself get used to the keys. If it turns out that the angled keys are too much then there is always the option to get the regular keys straight from Logitech. 
 
Edit: My buddy got a K70 about 2 years ago as a present. He is still raving about it to this day and has a desk full of good stuff in from of him and he still regards the K70 as his best piece of kit. This would be testament to the quality the K95 with those macros would bring you. 

I just ordered a G502 above any of the others purely because of the amount of programmable buttons on the mouse.
