A 5900X is only compatiable with DDR4 ram, so the DDR5 ram you've selected won't work. Look for a 2x8GB kit of 3200Mhz CL16 RAM.
As for the motherboard, you probably just want a B550 board. But it depends on your use case and on what features you need the board to have? (Typically spending more on motherboards only gets you more features, not more performance. If you don't need more features, don't pay more. Overclocking is the exception to this rule.)
Kingston NV2 should be avoided as the components of the drive are a lucky dip.

Given that most people who need a cell phone / data plan / etc. usually need it for years if not their whole lives once they have one... receiving a small discount for paying for a year in advance kinda makes sense to me, so long as the service works reliably everywhere you need it.
I wouldn't blindly pay for a year in advance until I verify the service works well with both my phone and the geographical locations I need coverage in, but if the service functions well for my needs, I'm down to lock in for a year if it means I save 10-15% or more on car insurance my phone bill.

Phone carrier is something that not a lot of people want to have to think about, myself included. I pay my mint subscription once a year, get something like a month or so for free, and don't worry about it until the next year. I have had mint for multiple years now so it works out pretty well.

Something like a peerless assassin has absolutely massive surface area, and push pull, and area for fresh air despite the fin density.
I'm still not gonna recommend that @JACKO4590 get a new cooler. I think the LGA 1700 bracket is the best move here.

That's not the point here but it's also not necessarily true.
This might be the best addition to this particular PC for CPU temps, any of the high end i9 and i7 CPUs benefit a ton from the bracket.

I think "ATI radeon" might be a typo, I believe OP is talking about an RX 470 4gb. That's a lot of video RAM for 2008

Removing the coin battery from the motherboard might help, as well as disconnecting the 24 pin and 8 pin power from the motherboard

if the i7-2600 is that much cheaper than the i7-3770, it's a much better choice to go with the 2600.
The RX 580 is a super good choice. But for performance for dollar, also consider the RX 470 and the RX 570. From Nvidia, consider a GTX 1060 3GB. a GTX 950 with a really large cooler if you find one for cheap, I had an EVGA model that performed well above the average 950.

CPU upgrade to maybe an i5-2500/k or i7-2600/k
And a cheap GPU that runs of motherboard power like the 1050/1050ti or RX6400.
or an older used GTX series like GTX 700-900 range?

Nah you are good! The 5800x is still a very fast gaming CPU 🙂
A friend of mine pairs her 4070 Ti Super with a 1st gen R yzen 1800x... At 1080p is sure is quite the bottleneck but at 1440p its still quite decent. and the 5800x is just heaps faster.

Yeah a faster CPU would be better but the 5800x is no slouch!

I used to have that laptop, same issue and same solution I used for it. When I contacted HP to try and get it fixed without resorting to that, they said it would be an issue with the power adapter, so that might be worth trying to swap, though since the power adapter I used worked well enough (it was aftermarket and slightly less wattage than the factory charger, though the laptop still charged fine enough) I never bothered with testing that solution and just used Throttlestop for the ~2 years I used it.

Yeah, in my quick googling it does seem to be a Micro ATX motherboard.
This will need to be upgraded. HP (at least during the era where this system was built, they've gotten better recently) is known for using proprietary power supply formats, so the PSU in this case won't connect to anything but an HP motherboard. The problem is getting an upgraded PSU that will fit in that system is likely to be next to impossible, since that is also likely an obscure format. It's likely to be closest to Flex ATX in size, though personally I'd just go on FB Marketplace or similar and try to get a cheap full size ATX case to do the system rather than trying to preserve using this small form factor case from HP, you can get them for very cheap if you look around a bit (I've given away a lot of cases since I just want them out of my basement).

Whats your friend's CPU and your CPU? Unless you're comparing 1:1 systems, its likely a difference in that. The difference on that front can be extreme depending on the application.

Yes there's quite a gap, non only 5700x3D has 8 cores to 6 on the 5600, but the cache thing really helps in game and it gets performance similar to way faster chips like a 14600K
