Ur mobo doesn't have the RGB header so you'll need to buy one of those rgb controllers. That's what I did cooker master sells one for $40 but I just bought a cheap one from eBay and it worked fine u will also need one of these with the rgb controller
I'm not quite sure how LED fans work but if it's like any other LED, you can get a regular LED controller and power it from your PSU with a molex to 12v adaptor.
I recently did the same thing except with an LED strip. Here are the parts you could use assuming that the connector is standard (even if it isn't, it looks like you could easily modify it to be):

controller (should be the one you need, though if you could tell me the model of fan, it would be helpful to make sure; you could also get a cheaper option) - https://www.amazon.com/SUPERNIGHT-Remote-Controller-Light-Strip/dp/B00AF5YOK2/ref=sr_1_3?ie=UTF8&qid=1523247205&sr=8-3&keywords=led+controller&dpID=513X5GHkpwL&preST=_SY300_QL70_&dpSrc=srch
