So I recently purchased a used 12700K , which didn't show any signs of defect on the outside and I also tested it using the Intel Processor Diagnostics Tool, which it passed without issue and therefore I bought it. But I am noticing now (in Intel Extreme Tuning Utility) that clock speeds aren't reaching the target boost speeds of 5 Ghz, they usually hover around 4.7 Ghz under load (sometimes even lower). The CPU isn't thermal nor power throttling (max temperature is 75 degrees). I have made sure that the boost clocks were set correctly in the BIOS (Asrock b660 pro RS mobo). The score I get in Cinebench is 20k, which is lower than someone else's 22k score.
When idle 5 Ghz is reached (but still jumps up and down), but as soon as load is set on it, the CPU clocks down for no apparent reason. I did remove the plastic sticker off the AIO Cooler and made sure to put a big glob of Thermal Grizzly thermal paste on er'.

Have I made a mistake buying a B660 chipset mobo and should instead go for a Z690? (I know overclocking is not enabled in B660, forgot about that when buying, but asking if there is any reason other than that.) Or could the PSU be outdated? It is a Silverstone 700W PSU bought in 2018.

I upgraded from a Gigabyte Z370P D3 and 8700K and there were no such issues there.
