I would agree with @LukeSavenije's list, however since you mentioned high refresh rates I would probably swap the 2080Ti for a 2080 and get the Aorus monitor (https://ca.pcpartpicker.com/product/RPCD4D/gigabyte-aorus-ad27qd-sa-270-2560x1440-144-hz-monitor-aorus-ad27qd-sa).
If you really don't care about 1440p, then take that list and swap out the GPU for a 2070 (or maybe even a 2060) and the monitor for a 1080p 144Hz. Both options should leave you with plenty left to surprise your girlfriend.

Yep. But like @LukeSavenije said, no need for that wattage in the first place. My overclocked X58 Xeon (when I'm pumping 1.4-1.45v through it, consumption is much lower now that I have it at 4.2Ghz/1.306v) and Gaming X 1080 Ti will pull 550W when under the highest synthetic load I could give it, in gaming usage was around 450-500W. Measured using my RM1000i, which is overkill but I have and plan to get more power hungry hardware.

those are good and are internally not that different, but i would choose the rmx because it's a bit newer, but you don't really need 750 watts, you're better off spending less and investing it into your system (or just snakcs)

then you really don't need that much. i run my 1070 ti overclocked on 550 watts. on 750 i can run a 9900k with a 2080 ti and still have headroom
something like a pure pwer 11. supernova g2, rmx, focus, formula, whisper and many more
look into the psu tier list down my signature, and select at least a tier c, then you'll be fine

thermal paste does come included with the (pretty good) stock cooler of the 1600
all the cables needed come in the box too
the h15 does have only one fan, so you could look into getting another fan or 2 with it, or alternatively choose for something like the fractal design focus G

I'd not go for the S12II or M12II. They are very old group-regulated units that are very outdated (v1 was made in 2007, and v2 was in 2013, for comparison most modern power supplies are from 2015 or later). If you don't understand what this means, it means it's outdated as fuck and shitty as fuck.

Generally it's better to run a single graphics card, as not all games have SLI profiles, and this is especially true with VR titles. In the future it may be a good candidate for SLI scaling given the nature of how VR is rendered, but right now there are very few SLI VR games.

One single higher performance card is always much better. Get the 1080. Lots of games either don't support crossfire/SLI or they do but poorly so its unstable and nothing is more frustrating than an hour into gaming randomly crashing or to have stuttering while playing. This is from personal experience.
