    That's not true. It depends on which score you're looking at. When you're looking at the Graphics Score then the CPU pretty much doesn't matter.

    This test was done with a 2700X which is a lot more powerful than the 7700K, this is why the Physics Score (CPU Score) is so high here.
    It's the combined score that might be a tiny bit lower on the Ryzen chip, but it's not affecting the overall score in any meaningful way.


    In this case you should be looking at the Graphics Score ONLY which looks okay for a stock 1080Ti, mine when overclocked does over 32K of Graphics score so it seems legit.

    20-23k should be legit.
    make sure he give you return policy like 1-2 days for testing.
    temps not higher than 80c, fans speed working.

    With an paired core i7 7700K you would get 23142. The 1080 is good, just a bit lower than the normal because probaly paired with a less of a powerful cpu.

    Which 1080 ti is it? That score looks fine, though. Hope you're not just meeting in a public place and not testing it yourself, though.

    I'm in a similar position, I have the same CPU at 4.2ghz paired with the RTX 2080 Ti and I ain't worried about a CPU bottleneck since I game at 3440x1440, max ingame video setting (games like Metro 2033 Redux at max ingame, enabling SSAA at 2.0 bring framerate down from 150-200fps to just about 60-90fps). I also have a pair of VEGA 64's (about as powerful as the RTX 2080 Ti) paired with a 3960X at 4.25ghz and I've yet to come across a game that these CPU's can't handle. Now, I must qualify my assertion by saying that I don't play online games, I do know that online games can be hard on the CPU so that may be why I've not encountered any issue.

    That's a loaded question. It can generate 60+ fps in 3440x1440 resolution but that monitor is capable of displaying up to 120fps and for that you will need something stronger, like a 1080ti (or a 2080 if you're looking at current GPU generation).
     
    So going by the definition of the word "ideal" (as in, perfect under any circumstance) - no, it isn't because it can't utilize the refresh rate fully in high/ultra settings of more demanding AAA games. 
     
    But it doesn't mean it's a bad fit. If you are not playing on ultra but a slider or two lower (high) and less demanding games then a 2070 will generate about 80-100 fps or about 60 for those that are harder to run which you seem to be perfectly fine with.
     
    A good rule of thumb would be to check the benchmarks for 2070 and take the 1440p resolution and then decrease the FPS by about 30-35% (Alienware has about this many pixels more).

    The only thing that needs an upgrade badly, as you said, is the graphics card. Dont know prices in your region, but try get a 1070ti. Another 2x4 GB DDR3 is also a good step.

    Probably a 1080/1080TI when they come into stock on Nvidia's website (Only place I can think of in the US to buy them at MSRP) and look around on Ebay/Craigslist for another 8GB's of ram to up it to 16GB. Also maybe a high end air cooler/AIO to OC the CPU (If it's a K sku and not just a 4790) are my suggestions.
