    The cooler master Q300L or Q300P might fit your bill. It can comfortably fit a 240 rad in the front and a 120 rad in the back.
    A 240 rad will fit up top if you don't have tall RAM getting in the way.
    Their specs don't officially support a 240 up top, but I tried it out in mine and it fits.

    I would rather they test in open air, as that is the best case scenario. If you want them to test in a case, then you're introducing way more variables. Is the case way better or worse than mine for airflow? Do they have every available slot for a case fan populated? Are they starving the cooler for fresh air? Which version of the case are they testing with (ie: H500P with/without mesh front panel)?
     
    With an open air test you can see how the cooler itself is performing, which is what I want to know.

    The ml240l looks good and has no problem cooling my overclocked 1700. Yes, there are better coolers on the market. But once you dissipating more heat than you're generating it doesn't matter.

    Another vote for the h7 here. The h5 is better but super tall. You could also pick up a 120mm AIO for that price but the h7 will probably outperform it.

    So my buddy built this gaming rig back in like 2010
     
    i7 930 6GB DDR3 (TRI channel) 1TB hdd GeForce GTX 480 He has since upgrade it to have 24GB of DDR3, a 512Gb SSD and a Radeon R9 380. Now, neither of us are swimming in cash so instead of upgrading his current PC we devised a fun little experiment. The liquid cooling loop to end all liquid cooling loops. GEO THERMAL.
     
    The plan was to dig a trench underneath his house about 3 feet deep and bury some PVC pipe. We ordered an inline-pump and put it under the house and ran the power cable up through the wall and into his computer running it off of the 12V rail of his pcs power supply. We decided to liquid cool the CPU, GPU, and North Bridge.
     
    We didn't think to take any pictures of temps before the experiment, so I have no way of proving our gains. But I have personally seen his Northbridge regularly hit 100C on air.
     
    So we dug the trenches...

     
    Ran the Pumps power cable up through the wall and into his PCs power supply. Then piped up the computer.

     
    It's an early prototype with a custom built wall mounted "desk-puter". We drove the audio system with the amp you see on the left which also runs off the 12V rail of the PSU. The fans you see are only present so that the PSU has some gentle air flow. (The two fans to the right are intake, there are two more on the left for exhaust that are not pictured)

    And check out these temps!!! Sub-ambient idle temps WITHOUT active cooling! (NOTE: The package temp sensor is inaccurate at this end of the temperature spectrum. 4c is likely incorrect)

    Overnight Full system load temps with the CPU overclocked to 3.8Ghz. (The base clock on the i7 930 is 2.8Ghz and it has a locked multiplier. So we did all of our overclocking on the FSB...)

    You can use an RGB splitter for just 3 fans. If you're buying from cooler master it will come with a 1-3 splitter for the pump and 2 fans.

    BUMP 2:

    Allright new insights have emerged. I ruled out that memory was the issue. Turns out, that intensive tasks that involve at least some form of graphical manipulation tend to suffer
    crashes because of a low TDR time. The software can sometimes "hang" during a computation, which might confuse the gpu driver. 
    I also suffered the same problems when rendering with my CPU (think Vray and Arnold), which I now know are due to the same problem.
     
    If you suffer the same problems, I implore you to check out this guide, made by the substance company. I actually use substance painter too, which at start up
    will show you a warning if TDR and TDRDDRI is set too low. I always ignored the message, but I shouldn't have.

    I found out by using Event manager, and looking up the error codes. Apparantly, the issues I'd been having aren't to do with my RAM memory or CPU at all!
    I always found it weird that my system would stress test OK, that's why I always use my own projects that fail due to crashes (that render fine on other PC's might I add).
     
    The bump in performance I got out of learning about and tweaking my system even further has been quite neat. The reason I'd been getting further into the processes I tested with was probably due to the hanging time decreasing.

    EDIT: I just tested it out, and the same scene on the same settings that has given me so much errors and crashes now finally processes completely.



    Here is a piece of wall I scanned to use for texturework, which I had tremendous trouble with. This is a 17 million dot Point cloud, processed from a set of 60 photo's. I'm glad everything works now.

    I managed to fix it now, reseated the ram and CPU cooler and now im able to reach 4GHz at the stock voltage.

    holy guacamoly, turns out the SoC definetly could use a bit more juice, bumped it up to 1.2, and the DRAM to 1.5.
    I thought I tried turning up the SoC, but that was definitely not the case.
    I've been running the dense cloud generation process on ultra high in Agisoft photoscan with 60 camera's (a lot for the stuff I typically do),
    and the PC has been running at max capacity for about 50 minutes now.
    We'll see if it holds up, and if it does, it looks like the problem might have been solved. Who knew I was depriving my CPU of precious voltage?
    I'll update when the process has finished. It looks like it might take a little while, so I'll be off nervously playing the piano or something.
     
    UPDATE:
    More than an hour in, looks like SoC was definitely underfed. I don't get why the whole Ryzen experience has proven so difficult for me but
    it sure is educational.

    UPDATE 2:
    It survived the depth calculating part of the operation, but then, after 2 hours, 15 minutes into the actual generation of the dense cloud, it soft-crashed again.
    This time however, I think its my fault, I was running chrome next to Photoscan.
    I'll run memtest tonight!

    With memory and GPU prices do high, I wouldonly recommend upgrading now if you only needed a CPU and motherboard.

    You're not building for a year or two? There will be 2-3 processor generations by then. Who knows what will be the best value then.

    My ASRock AB350M Pro4 board has 2 RGB headers on it and is in your price range. It's mATX but I think there is an ATX equivalent. It has a neutral color scheme too.

    Yeah it's am4. I've had it for about a year now. It overclocks reasonably well and stays cool. I have a 1700 in there at 3.9ghz and 1.35v. I would recommend it for the price of you're looking at B350.

    I just moved my rig into a Q300L and it looks good. The main downside is it doesn't support tall tower coolers.
