Best z270 CPU < £200 / $250

I kind of agree. I got a 7700k used for around $250. Here's the issue, motherboard selection on Z270's are kind of on the pricey side. Seems like there's a lot more deals on Z370 motherboards. The pricing of a MB + CPU, seems like you might as well go with 8th gen processors.
