Take lots of pics, sell them on facebook, ebay, your local selling sites etc.
Be reasonable with your offers, look at what others of the same make and model are selling for.
Ultimately yes, you don't need the latest cutting edge tech, at a point really, you only need something that can run the game smoothly on medium settings, anything else is just literally preference regarding performance and display.

I would say wait three years and then see what's on the market...

I use them on my laptop but I don't use them on my desktop often as I have it set up with a keybind on my mouse to adjust volume which is often the only thing I ever need to adjust.

To be pedantic OP did say without internet so that rules out the WIFI aspect of the part of the app and then he said just with their radios, you could argue Bluetooth would be a radio but lets be clear, if OP meant also bluetooth he'd probably not be asking the question cause he could have googled "Apps that communicate over bluetooth" no?
I'm assuming OP wants to be some range from one another which would obviously negate the need for bluetooth.
There'll be no apps that can do it as that's more on a firmware level, like the post above me, I'd look at a piratebox or something along those lines.
I know you already stated about not wanting to use Radios but you can get some high quality ones out there now.
If a rogue tractor killed a few hundred people then we would probably hear about it.
That also said most people tend to want to know if a huge flying metal can is going to fall on their heads, kinda scarier than a tractor deciding to drive to New York of its own volition.
I have an XB281HK so they're kinda similiar, my advice is unless you need that level of high pixel density, its not worth it, I'm genuinely going back to 1080p but having a triple monitor set up.
for that price you could buy 2-3 really high end 1080p monitors to enjoy that level of a high refresh rate without "overclocking"
