    Does anyone give actual advice on here anymore or do you people just read 2 words of a post then immediately reply with the first thing that comes to mind without thinking?

    His GPU works perfectly fine. The cooling fans died, or possibly the power supply to the cooling fans.
     
    OP, try taking all the screws off the back of the video card, remove the fans and heatsink (if it also comes off, if the heatsink has separate screws under the fans it's fine to leave it on). See if the fans have a standard 3 pin connector, if they do you can either try to wire up a 9v battery, being careful because some fans run on 5v, if it spins up very fast, take it off before you DO damage the fans. Although they're more likely 12v and would run slower than normal, although they should still run.

    Or... you can try plugging the fan connector into your motherboard if the connector matches up. You don't need your video on or anything like that to attempt to power the fans, definitely do not power up your GPU without a heatsink.

    If they spin up, you should see if you can find some kind of fan power cable extender and you'll have to connect them to your motherboard, since the video card's power supply to the fan is fried. If they don't spin up, see if you can find someone selling a dead version of your GPU for very cheap so you can replace the fans. Or you can see if you can find an aftermarket cooler. Both cheaper than a new GPU by far.

    I believe that's because of spread spectrum to reduce EMI. The clock will rarely to never run at exactly what you set it. It's not an issue, it's the way it's designed to make the system run better.

    The 12V noctua fan will very likely run at 24V just fine. Use it in conjunction with a "quiet" fan adapter (basically just a resistor) and you'll be fine.

    Would want to use a buck converter. More efficient in stepping down voltage and helps keep heat down. Again, I'm trying to avoid this.

It could be more than that.
     
    10w is not enough overhead for any kind of worthwhile card, unfortunately. Especially when you take into account it's probably the absolute cheapest chinese power supply that HP could find so they could squeeze a few more pennies of profit.

    A 360mm radiator is a little more than 360mm, where the tubing would come in and out of it.  It is best to check the dimensions before purchasing your case and radiator.

    Damn. That looks pretty awesome with the bequiet fan. Well done.
    So increasing the power limit basically allows more current to flow through your card. More current could lead to a slightly lower lifespan due to more heat generated and therfore faster degradation. But with your temps i wouldn't worry at all. Components these days are pretty solid and will still work long after they've become obsolete (even when overclocked).

    I wouldn't recommend 6c/6t, if you can try get an 8700K or 9700K, otherwise drop to a Ryzen 2600.

    It has been a known bug for quite a while now. You can only ignore it. My system does the exact same thing, across Windows installs. I believe AMD has tried to fix it in the latest drivers but I tried them and I still had the same problem.

    Have you considered noise isolating headphones? Noise canceling headphones tend to vary in quality by a huge margin and can often rack up in cost.

    You're not going to find good noise canceling wireless headphones for $100.
     
    Hell, even for under $250 wireless noise canceling headphones are going to sound like complete crap because of the compression used for wireless audio transmission.

    Yeah. Non-ionizing radiation at this level is very unlikely to cause issues. Like if this causes issues, then human beings should never be out in the sun. Ever. 
     
    Because solar radiation is such a ludicrously higher level of infrared emissions than cellphones are (by power, sunlight is 50% infrared, aka ~700 W per m^2). Let alone ignoring the effect of ionizing radiation ofc.
     
    Oh and humans shouldn't wear any thing other than white hardhats as trapping our own heat causes much more than a 1°C increase in temperature. (A controlled study under sunlight showed a 5C temperature increase with a black hardhat compared to a white one)

    I would suggest you look at Vega 64 vs 2070 benchmarks for the games you play. The Vega 64 blows past the 2070 in some games and is a little bit behind it in others.

    A walk into a local audio store will quickly become a walk out of a local audio store, those sales people are more pushy and less knowledgeable than car salesman, in my experiences. For something like this resale shops are your friend, or ebay but shipping on heavy electronics is a deal breaker unless you need a very specific item.
