Time to get the apt manager involved, if you can move the computer to another jack in another apt, and try it, this will determine if it's isolated to the PC, or the walljack/wiring is bad

Couple of things to try:
Different cable
Different port on router
ipconfig /release
ipconfig /renew

*smacks face* you're going to need to install a newer os, as it is xp isn't the friendliest to system changes along with the fact that it is a 19 year old OS.
 
What are the specs for this system anyway?

Are you running an old windows install and drive? Did you reinstall windows first? Because such a big change in hardware is enough to cause blue screens if it's the same windows install. It's happened to me before.
 
Also you can download crystal disk info and check the smart status of that old drive. Make sure it isnt starting to fail.

First things first. Let's try and get the system booting again. 
Clear the cmos. Pull the battery for a min or two then put it back in.
Then pull your ram. Only put one stick in to slot a2. If that doesnt work, try another dim. Keep trying till you get it booting.
 
Once you get it in to windows, I can show you how to use an app to check the dumps from the blue screens and identify what's failing.

Don't mean to be a bit rude but you really should do some research on this kind of stuff before buying "custom" Chinese boards like this without looking into what is needed and what is not.
 
Server CPU's do not require ECC memory but server CPU's will only work with certain types of server memory (Registered or Non-Registered).
 
Also, another thing to keep in mind is with these custom Chinese boards you could run into a slew of compatibility issues (anything from ram quantity, speed, and timing requirements to CPU gen limitations. It's not something you should dive into without at least a bit of research. Last thing you want is to sink hundreds of dollars into a build and end up having to scrap the thing because nothing works.

These are sealed systems, they're not designed to leak/evaporate liquid.

That's the sound of the pump dying a painful death. Running the pump at 100 percent is like running your car with the pedal to the metal, just NOT a good idea.

Old xmp profile might be causing instability, reset the bios either with the pins and/or removing the cmos battery and let it sit for a minute without the power cable.
 
Then put in the cable and cmos battery and power it up and go into the bios.
 
Make sure the xmp profile is off initially, if it starts acting up enable the xmp profile.

I have a 4770...it okay... the problem you're going to encounter is newer triple A titles that demand more and more cores.
 
Answer... depends on the games you're going to be streaming but as long has you set your expectations right ( older titles) and have a decent internet speed, you should be fine.

What is 'budget'?

Have you done any malware scans? (malwarebytes, avg, adw cleaner)
What about windows updates, what build version of windows are you running?

I'm surprised he didn't total the BMW i8. 

What happens when you turn it on. Does it give any form of beep code or display anything on the screen? 

go to diskmgmt.msc or diskpart
diskmgmt.msc ->go shrink some random disk ,make a new partition
diskpart ->list disk, select disk x, create partition primary  (Provided have free space)
