    Thanks
    I really appreciate the help!
It just seemed weird to me because I wasn't getting as much pop ins with my old rig. Maybe that was because I wasn't playing at ultra settings with my R9 390.

Anyway, if it seems to be fine I'll just leave it alone.
The GPU is under warranty for 3 years anyway so I don't have to deal with it now if it turns out to actually be an issue.

    Thanks again for the help!

To be honest I can't really tell, since I've never played Watch Dogs 2 so I don't have an actual reference point.

What I can say though is that I've just played some Siege a couple of hours ago and stayed on the lookout for pop ins, and yeah, there's some pretty bad pop in in that game. Unless both of our GPUs happen to be borked in the exact same way, which is pretty unlikely, I'd say it's just the game, and not your GPU being at fault here.

Also, the other two games you mentioned (other than Siege) are both open-world, and this genre of games is one of the most common where you'll notice more drastic LOD popping, simply because it's one of the easier methods to keeping performance at a certain level because rendering everything that's on the screen at max detail regardless of the distance it's at would just be a massive hog for performance.

If anything, maybe try maxing out the power limit and/or downclocking the GPU using Afterburner, just to make sure it's not unstable or whatever, though I kind of doubt it.
I haven't played a lot of Siege lately but I can't recall any really noticeable pop in.

There's also this thread on the forum that's sort of related to this. You could check it and all of its 100+ pages of replies out and see if you find anything useful:

My draw distance is max in all games

I've already tried DDU and I'm using 446.14. I've updated to the latest driver and started experiencing stuttering in WD2 so I've downgraded to 446.14.

I've also noticed that there are some light pop ins in Siege which should not be that heavy on the GPU. I don't recall any pop ins with my old R9 390.

That's definitely just the game. Have you checked your draw/view distance?

That looks normal at a first glance, but if anything, you could try removing your video drivers using DDU and installing 446.14 which is a lot more stable than 451.48 from my experience (haven't tried 451.67 yet though).

just buy some new fans, while you wait, you could just remove the shroud and strap a regular fan(s) to the heatsink if you need to use the card now

Don't trust game debate or any sites like that they are just general guidelines. And no man's sky isn't really optimised that well I run it on my laptop 8650h with gtx 1070 and struggle to get stable 60 fps. So yeah don't worry about it. But sure you can check gpu/cpu usage trough msi afterburner if neither of them is used up to 90-100% then you might have something wrong.

Edit: nvm, saw it was DDR3. Just get a 20-30$ 8GB stick used.

The Patriot RAM is higher quality, and has a slightly higher rated speed.

I understand. Yes, bring it back to the place that made it, tell them the issue and see what they say. They may charge you a small fee, but leave it to the hands of an expert. Best of luck!

It is not dangerous at all. As @sjb655 said it's a line of dead pixels, meaning that your screen is on the go.

I guess it's just a line of dead pixels, it won't do any harm.
