    Yep, it's running correctly. RAM speeds are weird, but they are running at 3200 MHz.

    It should be. The XMP profile has been set correctly.
     
    I expect the first number in the Information is possibly just a label.
    The DRAM numbers tell the default spec of the RAM.
    The XMP number tells the modified profile that the RAM has been set to.

    DDR = Double Data Rate. What CPU-Z shows is the actual clock speed of the RAM, but DDR means that two operations are performed per clock cycle, which would be the same as 3200MHz if it were performing a single operation per cycle. It's an effective clock speed.
     
    3200MHz sounds better than 1600MHz, so the effective clock speed is quoted. 
     
    EDIT: As for it being 1599, it's likely something the system did for timings or something. For all intents and purposes, it's 1600MHz.

    Fraps. It has a built in FPS tracker and you can use that data to average it out. Basically you need a way to have it tracked and exported into like a CSV file or something similar where you can manipulate the data to get the answers you want/need.

    I dont think I would build a new rig for PUBG.

    My $250 special (E3 1220, 8gb, 750 Ti) plays it pretty good at 1080p/100% resolution scale, nearly 60 fps after prodding the settings a bit.

    IMHO, where PUBG is broken is in the higher detail settings. Not a ton of benefit for massive requirements increases. It's kinda like gambling, you dont know if your upgrade will actually increase performance or even allow you to increase settings significantly.

    The Corsair GS800 isn't a terrible psu and in a pinch could be reused.
     
    The Corsair cpu cooler can most likely be reused. You will need to carefully remove it from the old cpu and clean the contact surface. Something like https://www.newegg.com/Product/Product.aspx?Item=9SIA9VM3PZ6206&cm_re=thermal_paste_remover-_-35-100-010-_-Product can help with the cleaning. Although rubbing/isopropyl alcohol will do a decent job.
     
    You will have to buy a small tube of thermal paste for mounting the cpu cooler on the new cpu. It only takes a few drops, so there is little point in getting more than a gram or two.

    PUBG is not optomised as you probably know. Personally, I think you're wasting your time chasing a better experience for a currently flawed game.
     
    You could throw everything you can at it performance wise and it'll still be just "alright"

    Yeah I agree with userzero, its not a good idea to base a system off of a game that is really hit or miss whether it runs well or not.

    Meant to say, yes, go for 1440p high refresh rate monitor as your next purchase if you haven't already.

    No matter what, if you can afford a 1080 ti, you do NOT buy an ugly 1080p Garbage-crap anymore. Period. Except all you do is playing e-sports competetive and you don't give a fk about Visuals at all ^^"
    1440p looks SO much better.
    And 1440p @ High looks much better / cleaner than 1080p @ Ultra (Ultra in generall is in most cases a pure Waste on a 1080p Monitor. Resolution is so low, you won't even see the ultra details really).
     
    And even if you do lose a little bit of fps, if you have G-Sync (which is a MUST anyway for a 1080 ti user. Makes the overall experience MUCH smoother), it doesn't matter. You won't notice 20-30 fps more or less really that much, because no matter what fps you get: With G-Sync it's always smooth^^
     
    And yea again.. I can speak from experience: 30% more fps~ or so are absolutely NOT worth, sacraficing 1440p resolution for 1080p. Especially in the Year 2018 I mean.. 1080p is around for 15+ years already, and a standard since then. 
    You are spending so much more money, and still get a crappy visual quality. Waste of the strong hardware in my opinion.
     
    The Monitor will last MUCH longer than anything else in your PC, and you benefit from higher resolution also while in Desktop mode (not just gaming).
     
    And even if PUBG is not really good optimized, i would rather reduce settings by 1-2 stages and have 1440p, than 1080p @ high/ultra ^^
    Also, you will probably play other games than PUBG in the next 5+ years.. or?^^
