The plot thickens. The "Power Efficiency" Toggle disappears when I click it to turn it from "On" to "Off". After restarting the computer and closing Radeon Setting, the Power Efficiency toggle is on "On"

I found the power efficiency setting, but I still cannot access Radeon Addition Settings.

There is no problem with the temperatures AFAIK. What is the best way to test dirty power (from the wall). I live in a older apartment and I have had things turn on and off. I have a problem "Radeon Additional Settings" will not open "Radeon Additional Settings" doesn't open. I've always had problems with AMD drivers. Just used Driver Fusion -> AMDcleanup -> reinstall. No luck on getting it to open

I've been into computer hardware for quite a while... but, I haven't been able to solve this problem for months. Specs are in tag, my GPU's are showing random throttling in no matter what game I play. One of my 7950's started artifact (verified by trouble shooting), I sent it and got a replacement. With crossfire enabled AND disabled, my GPU's always seem randomly throttling. After replacing said 7950's, the problem seemed to lessened. But I still get the same random throttling. Artifacts have started to appear AGAIN. I have tried both cards together and separately. One card seems to be slightly "worse" than the new replacement card I got. But they both exhibit problems. Monitor is 34UM95

I have a fullsize (104) but it is kind of a pain on my shoulder due to the distance between mouse and keyboard. Would love to try a 60%. (or even build a 40%).
