Since the old PSU and the new PSU both have problems, it seems some other piece of hardware is at fault. Try booting without the graphics card, see what changes.

Ehh, hard drives aren't too delicate. Trust me, I've done a lot to mechanical drives, and nothing broke them. A simple PC move won't hurt them. The GPU, if heavy enough, could damage the PCIe slot if set down roughly.

Not disputing that but when 1050tis aren't inflated much but 1060s are it is a contributing factor

well if it would be dead you wouldn't see anything to begin with :-)
 
do the usual stuff first:
- remove all driverstuff with DDU
- install latest drivers (while you are at it do so for the whole system)
- clean the system (dust)
- then try again

That is a list of compatible memory for your board. Attempt to get the same exact RAM as before, it minimizes the chance for issues. All of your ram sticks will run at the speed of the lowest. Also, try to get RAM with the same timings. Again, it minimizes the list of possible problems. That RAM you linked should be compatible, very little chance of it not being compatible. 

If you're willing to spend the extra money you might as well. The two extra cores will probably come in handy seeing as games are progressing towards using more than 4 cores. And of course, the extra power will come in handy if you multitask or plan on doing any photo/video work.

The OP never mentioned using 32 bit Windows, and frankly nobody should be anymore. 

get better  save money for ryzen 5 1600.its better cpu than these two cpu.

I think your build is great, just thought I'd mention the modular thing because I wish I knew about them on my first few builds(Not even sure if they were a thing, it was a long time ago XD)

I agree, however if he wants the experience of building the pc then an IGPU build would probably work great. Just do a single dim of ram and no gpu, upgrade later when costs normalize.

With the small budget and the high prices for RAM an Gpus I would say: buy a prebuild. (or used, but you'll need a bit more knowledge before risking you money with that)
 
If the only use for the PC would be gaming a console would be a good option as well.

well but the motherboard need upgrade bios for newer cpu..still he is beginning of learning pc..maybe try change cpu ryzen 3 1300x?

well people are trying make parts list..at least before u should research information and watch vidoes for as beginning build pc.

well its work but your cpu is weak .i recommened to upgrade cpu.

nono..what i mean is try remove gpu and insert gpu again..

so u havent do overclock..try reset everyting to bios and can u remove gpu and insert again?try test it.

What? The R7 240 is a low end card meant to be a bare minimum. It won't run any modern games at double digit frame rates. The 970 is a good midrange card that was released recently, it crushes the R7 240 in every single way. If you won't beleive me look at Linus' old review on it.
