Check with the PC unplugged from the receiver, if the noise is gone its the PC causing it and getting a dedicated sound card should indeed help, especially if you use optical or coax.
Best not to go for the cheapest though as I got a cheap USB adapter for optical and it had issues.

If you aren't overclocking, that cooler will be more than sufficient. I am not sure what your issue is with it so can't really comment on that.
If the temps are high, you might want to remove the heatsink, clean it and the CPU with some 90+% alcohol and re-apply the thermal paste (Good paste is Noctua NT-H1, cheap and effective). There are a lot of ways to apply the paste and it doesn't really matter how you do it, as long as you cover the entire CPU and don't have so much that it goes everywhere when installing a cooler. Good way for new people (IMHO) is to apply a line on one side of the CPU and use a business or credit card to spread it over the CPU in a thin layer (you should be able to see most of the CPU through the paste).

1080 ti is actually not a bad choice for ac hieving your 70 fps lock on 1440p.
I have the same Res (but 144 Hz and G-Sync) and a GTX 1080.
I would have to turn some settings DOWN, in order to hit 60 fps in some games.
You can't have too much GPU Power. Not possible. Even if there were a GPU with double the performance of a 1080 ti, you could bring it down to it's knees.

It may be easier to find the original xbox one controller bundled with the receiver. Also I have heard that people have had difficulty getting the new audio jack to work well with their pc on the s controller, so I'd recommend the original.

Xbox controllers are often compatible with any game that supports a controller. PS4 controllers require emulators to use with your PC, while Steam controllers are only suitable for a few titles. Therefore, I would suggest that you buy the Xbox One S controller. It comes equipped with Bluetooth, meaning it doesn't require a USB dongle to get it to work your PC.

what is your price range? Do you ever intend to use it in a competitive multiplayer capacity?

Name brand xbox and ps4 controllers would fit in between, and as far as I understand a ps4 controller works wireless out of the box if your comp supports bluetooth, whereas you must buy a USB adapter for xbox one controllers. Bluetooth obviously introduces more latency than xbox's 802.11 solution, which both introduce more latency than with a direct USB wire

My father currently uses an Xbox One controller for playing games on PC from the couch.
We picked up one of these: https://www.xbox.com/en-GB/xbox-one/accessories/controllers/windows-wireless-adapter and then just used a newer Xbox One controller with the 3.5mm headphone connector and it works amazingly well

4k is 4 times the pixel density of 1080p, 30fps is half of 60fps.(and they are talking frame rate, not refresh rate in the picture)
1440p is 1.7 times the pixel density of 1080p
its not a direct comparison, no. but using the known factors, you can extrapolate that you would be able to run 1440p@60fps on ultra graphics using a GTX1080.

It's 1070 at 4K 30Hz, which gives no direct comparison to 1440p 60Hz. Refresh rate and resolution are both different. You cant solve algebra with two unknown when there's only 1 equation.

You definitely want your OS on your SSD, preferable your games too. It just makes so much of a difference. I started out my system with a 256GB SSD, but recently added another 500GB just for games. I would recommend a clean install of your OS on your SSD. Do not forget to back up
