Android phone blocking WiFi login

I can't login to the network as it won't load the login page. When I press connect on that screen it doesn't load anything and if I tap the red triangle at the top it says my connection is not secure. But sometimes it will load straight to the login page and says it is secure. -
I have a Huawei honor 9 running android oreo. I have trouble loading login pages for public WiFi because my phone blocks it for being insecure. The screenshot I've included is from my work WiFi which works fine half the time but blacks it half the time as well. I have issues with other public WiFi's as well. Any suggestions on how to get the login pages to load? I've already tried disabling safe browsing.

Sorry I didn't get around to replying until now. Thank you for the advice! It's good to have re-assurance because I didn't want to waste money or damage my laptop. I shall get the SSD ordered.

I'm planning on upgrading my laptops hard drive with an ssd and cloning it to keep all my stuff. It's a lenovo laptop that came with a 24.9GB partition which has a 4.12GB folder in it called drivers. When I clone it will I be able to clone it and keep the partition so it is the same as the original. And should I shrink the partition as well as I don't see why it's so large? Also just to check, can I clone a hard drive without having to re-buy windows?

I was using it fine yesterday, but I but then it wouldn't display anything and if I clicked it would make that windows noise when it won't let you do something (not really sure how else to describe it), but I think that's happened before so I just held the power button, but then it would just get stuck on that loading screen today when I've turned it on. Would I lose my files if I did a clean install? I have an ssd with Windows and a hard drive for a lot of the storage.

I've tried starting it several times from cold, but I I've unplugged the power lead as well to make sure it's fully powered down. I can get it to boot into safe mode, and but it won't load normal windows

I have a hp desktop pc and when I turn it on the hp symbol comes on screen with the loading circle, but it just endlessly loads. This happened after I forced it to turn off when it wouldn't display anything on screen.
