  1. Some routers out there use port 8080 to remotly configure. Why not use port 80? Or 81

  4. Simply, no, unless you have a defective cable. However at that speed I doubt it is. As the last person said, verify what you pay for. Then if you are slower bypass all of ypur network devices and plug directly into the modem. If you your speeds goes up router. If the speed is still lower then call your ISP. These are very vague steps but can get you to a resolution.
  5. Could be picking up interference from some other electrical device in the building. Do you have signal strength lights on thr adapter?

  9. Not really. If he put a router behind the modem it will prioritize the traffic before it gets to the ISP modem and it's QoS settings.
