    Nvidia won't add OC/tuning options to their software. They've been locking down their GPUs more and more over the years from all angles. I wouldn't be surprised if, in the next decade, Nvidia totally eliminates user overclocking via software.

    Pop OS is garbage and daddy Mutahar agrees with that. I had nothing but issues with it. Definitely not a beginner distro.

    uTorrent isnt the only bt client out there (its one of the shittiest ones out there too). Qbittorrent works fine on my Mac.

    I cap my frames 5 below the refresh rate (because frame limiters arent perfect and they can still go 1-2 frames above) so that i am always within freesync range

    That's because your CPU is holding you back in games. Threadripper is a workstation monster but it's not a gaming CPU... Also that's an old threadripper and that Zen arch is already old enough to not be suited for high refresh rate gaming in modern games anyways. 
    And your RAM is also very high latency so that's another performance penalty.

    SLI/Crossfire is dead and has been for several years. No more driver support from AMD or Nvidia and Game Developers have long dropped building there games for Multi GPU systems. There is nothing to report on it or test.

    Continue troubleshooting but this is a classic symptom of a dead/dying GPU. Every single time, same exact symptom. Prepare for that eventuality.

    In general, the number of video out ports on the card tells you how many monitors it supports. Some older cards had ports that were linked where you could only use one or the other, but those were rare.
     
    The 4070 Windforce OC supports up to 4 monitors.

    You should probably send the card back and get a different one in its place. This has nothing to do with AMD and it could as well have happened on an nvidia. Anecdotally I had no issues with my card.
     
    I could also suggest checking if any ports get disabled for whatever reason, or if you use any adapters (yes they can cause issues sometimes, I know from experience)

    IMPORTANT EDIT: what is the regular non-hot spot core temperature with the stock fan curve? What you showed in the custom curve is pretty par for the course for hotspot temps compared to core temp.

    In all seriousness your setup should be fine, you might even make it worse with a vertical mount if you don't have any intake on the side panel or the case is not wide enough.
     
    Now what I DO know for sure is hotspot temps are always higher than average (average is what gets usually reported and what reviewers look at); however 108 might be too high and that could mean uneven mounting pressure on the cooler, or even worse uneven thermal paste application. This is XFX and they're known for having made bad coolers for RX 580 and 5700XT (the "thicc" coolers yes that's how they were called), though I've been pleasantly surprised by the quality of the QICK/MERC cooler.
     
    I digress. I suggest you check the screw tightness on the mounting points on the GPU core. If any are loose tighten them (wrist tight only is good enough). If problems persist I suggest taking off the cooler and check thermal paste.

    No, multi-GPU never increased VRAM, each card still only has access to its own memory. Aside from the issue that modern games typically no longer supprt SLI/CF.
     
    The primary purpose of VRAM is to provide extremely fast access to data. Accessing the memory of another card would be constrained by PCIe bandwidth and would also increase latency.
     
    Even PCIe 5.0 x16 would still "only" provide you with 64 GB/s (modern GPUs use at most PCIe 4.0)
     
    A low end card like an RX 6400 already has 128 GB/s memory bandwidth and when you look at an RTX 4090 we're talking 1 TB/s.
     
    Sharing memory across the bus simply wouldn't make sense for a use case like gaming.

    SLI never added VRAM together. There WAS a time where if coded correctly DX12 could do that although it wasn't worth pursuing as SLI and Xfire suck anyway.
     
    What I think he CAN do is split the workload between the GPUs i.e. tell OBS to run on one video card specifically, while games are defaulting to the other although I think that's gotta be hard to do.

    SLI would (i believe, I'm not certain) allow you to add up the Vram, but it is now a dead/unsupport technogoly and always caused more problems than it was worth. (you'd need an SLI bridge as well I think)

    I am beginning to think that manufacturers intentionally overspec the power draw so you wont have any issues on your end. I ak starting to believe, at least on the amd side, power draw is reported as whole system power draw. XFX for instance recommends a 6-700w or so psu for my 6700xt, however i am hovering at around 200-250 on the whole system
