    Correct. Lets say your game is running at 120FPS  and your monitor is 60Hz, only one out of every two frames the GPU renders will be displayed, the other will be discarded.
     
    Benchmarks measure the output to the framebuffer.

    I've been messing around with HDR to SDR codecs, for which I maxed the brightness, but even that 370 max brightness hurt my eyes pretty fast...

    The QCX is a 10-bit panel, HDR400, the G2 is neither.

    the point of HDR is high max brightness and lower minimum brightness. lowering brightness while HDR is turned on basically undo's the HDR effect. thats why its disabled.

    The only time I would pick Intel right now is if you’re going for high FPS (like 150+) in competitive shooters. Otherwise it just isn’t worth the price premium IMO.

    If you're using both and your time is valuable to you during rendering. I'd say sacrifice the extra fps to get better productivity as you'll game well above 100fps and you won't have a bad time with the ryzen chips.

    Adressable is each led can be controlled induvidually.
    Non adressable only per connection (all strips connected to that header will be 1 color).

    You can try adding resistors in line with each fan.
     
    You can try a different fan controller that has more range.
     
    You can plug them into the motherboard and control them via TACH or PWM.
     
    If you don't mind the aesthetic of the fans being external to the chassis that wouldn't be a bad way of running it provided the temps are still ok.

    Seems completely fine - the Motherboard seems to be reporting the CPU ambient temps, and as I mentioned, anything below 80 C is totally fine. In a TUF Gaming setup, you should be able to creep up even higher with adequate cooling.

    60 C is perfectly fine.  Most CPUs and surrounding Motherboard components are rated to operate safely at 80 C and lower  However, many systems are purpose-built to tolerate higher.  For example, gaming laptops routinely can handle up to 88 C without much issue.  However, anything above 95 C is considered critical and can potentially lead to potential decoupling of silicon, and actual damage to your chips.

    Arctic Liquid Freezer ii 240 should be cheaper than d15. Id go for that or Fuma 2. No need to spend crazy amounts of money on cooling that 3800x does not need.

    D15 is among the kings of air cooling. You need to get 280mm or bigger AIO to get better performance, and value for money is still better with D15 & co. As they are some 50% cheaper.

    Well it depends on the price and compatibility with other components such as RAM and the case. The NH-D15 will cool the 3800x just fine, but there are cheaper options that have similar performance, such as the Ninja 5 and Fuma 2 from Scythe, or similar priced coolers that perform slightly better, like the Deepcool Assassin III and Dark Rock Pro 4

    in my experience a pull config is more noisy. The other difference is aesthetics, you can decide what you wanna see, the fans or the rad. Some people (like linus) use pull configs to make the radiator's front more accessible for cleaning. 
    I'm not sure about this one, but based off how much gn steve complains about it, I assume using round-framed fans in pull is more effective cause they have pressure leaks around the corners. That would be eliminated in pull. Though it's probably only a few degrees of difference

    It should close to mosfed and cpu but that depends on configuration, ie: speed settings of RAM and how well your pc dissipate the heat will have great impact on the temperatures.
    If you got something between 40-50*C it's hot but not something unusual, but again, all depends on your setup. Maximum? No idea, but if it would get to hot my guess is it would start to act up leading to the pc being unstable, printing BSOD or just shutting down.

    Both are correct.
    Having fans in 'pull' config makes it easier to clean as dust builds up on the exposed side of the rad.
    But some prefer the aesthetic of them in 'push' config so u can see the fans (and RGB if they have it)

    It is picture moving speed because it's closely related to refresh rate of the monitor. GTG is about colors, not related to refresh rate
