And as others have suggested don't worry about your CPU, you'll be bottlenecking your GPU before that a 290X is still very good but adding a second may help you with any forthcoming 4K funtimes I'd have thought...

There's a little bit of misinformation going on in this thread.
First: Internet speed and Switch speeds are NOT THE SAME. Buying a slow switch just because your internet is slow will also affect your LAN (Local Area Network). This will affect file transfers, streaming between devices, etc.
Second, why are you suggesting that he use a router? We're assuming he already has one (Possibly built into his modem). Getting a second router will actually hurt performance, because both routers will be performing NAT (Network Address Translation). Also what are you talking about with a fiber optic cable? In a consumer level Home LAN, you'd never use Fiber Optic. An enthusiast with a ton of server hardware might, but based on the opening post, I think it's safe to say this isn't the case here.
Next, don't tell the OP to buy better internet or to move to a country with better internet. These are unhelpful posts. The OP most assuredly has the best internet that he can afford and is available to him. Please keep to constructive/useful comments. I want a unicorn, but you saying "Go buy a unicorn" won't help me get one.
Now back to the OP:

Here is an example of a Netgear 8-port Gigabit switch. I've used this exact model before, and have used some of their other lineups (I currently have the 5-port version in my network setup). They're reliable, cheap, and speedy. This or something just like it should be available locally for you, or from your preferred online Computer retailer.
However if you have a favourite manufacturer, the differences don't matter too much. The main recommendation I have is this: Don't buy no-name. Stick with a reputable name like ASUS, D-Link, Linksys, Cisco, Netgear, etc.
As mentioned, adding the switch to your existing network will have zero* practical impact on your ping or network speeds.
For your Powerline Ethernet kit, that's pretty simple. You need a pair of Powerline adapters. One connects from your switch into an AC Wall Outlet, and the other goes from a different AC Wall Outlet (Say, in your room) to your PC. Now keep in mind that with Powerline Ethernet, they only generally work when both adapters are plugged into the same electrical circuit in your home (If you need to use different breakers to cut power to each outlet, then it may not work).
*This assumes your network isn't being bottlenecked by saturating the gigabit LAN - this could happen if you were running say, a media server and were streaming to like 8+ devices at once, and every single device, including the server, were all connected to the switch. I wouldn't worry about this scenario happening though.
To test speeds, the best thing to do is to transfer files between computers. Take a multi-Gigabyte Movie file (Like a Blu-Ray or DVD rip MKV file) and transfer that between two computers on the network. I would also then transfer a folder with many small files in it (Either pictures, or songs are good examples). Transfer these files back and forth between two computers.
You can also test various parts of the network: Going from one PC to another while both are on the switch. Going from one PC on the switch to another PC on the Powerline adapter.
And finally to test ping, the easiest thing to do is to ping your router:
in Command Prompt type
ping 192.168.1.1 Substituting the number (IP Address) with the correct one for your router. The second last 1 may be a 0 or a 2 instead.
You can also find out your router's IP address with the following command in Command Prompt:
ipconfig /all Then look for "Default Gateway".
Anyway this should put you in the right direction.

Yeah, I have the 280mm rad. when I get time I am going to trim the rubber grommets the come with the case down a bit and buy flat headed screws to mount the rad. Then hopefully the filter will sit flush. Fingers crossed

Something to bear in mind is that I have a life. At the end of a long week on Friday, the WAN archive is a lower priority than making dinner, seeing my family or any number of other things I can be doing during that time. If it takes a few hours, it takes a few hours.

The first rig I built for myself had an Athlon Thunderbird 1Ghz and I think a Voodoo4 that I poached from my parents machine until I upgraded to a Radeon 9000 series I think as I needed hardware T&L for C&C Generals.
Prior to that I'd been using the family Pentium 2 300 with a Voodoo 1, then Voodoo 2 card.

you could try unplugging your router for a few minutes or so, plug it back in and see if it finds a more stable connection.

higher download speeds wont do jack shit? there is a long distance from Norway to the us, the signal has to bounce all over the place and takes some time to reach it's destination thus you get high ping, moral of the story? don't play on us server.
fiber might have reduced latency a teeny weeny bit but i don't think it will make that much of a difference, server location is 80% of what matters.

It's gigabit, not gigabyte. 8 gigabits is 1 gigabyte.
It would have to be a more than a 6 gigabit fibre connection to cause a bottleneck on the storage side.

Despite what others have said yes, all of the yes. When you send data between two wireless clients not only are you limited to the lowest connection speed of the two but you're also sending two streams of data on the same channel. Think of it like the difference between having one conversation in a room (one client and router) and multiple (two or more clients and router). The flow of words might be more efficient but the more people in the room the harder it is to hear. It's kinda like that but more extreme.
If you make one of those connections wired instead then there's no such problem. In that scenario you're basically back to having one client talk to the router. That's what's so great about a wired connection, with only very extreme exceptions the data sent down one cable doesn't interfere with the data sent down other cables. To go back to the multiple conversations in the same room thing, imagine that some of these people start using sign language. All of a sudden the conversations don't interfere with each other.
for the tl;dr
Just benchmark it. Download a tool like iperf and test it for yourself. Experiment, see what sort of config gives you better performance. It's the best way to learn.

Reasons why I think that.
You joined 6 minutes ago and this is the first post you made. You were browsing the web for a site that does that and you found a site that is in development, has no activity on its FaceBook/Twitter/Google+/Instagram. The amount of tags you used for a site you "found", the first few tags I understand, but the ones that only the creator would post are "code, programming, web development, programmer". Most people wouldn't bother posting that.
So I am going to post this as you are new.
If I am wrong then I am sorry, but what I see does make it look like you are advertising a site you made.
