How to oc memory properly?

I have a kit of 2x16gb trident z rgb ram @3200mhz, I am on the x370 platform with a ryzen 7 1800x, I've tried setting the memory speed higher but can only get it to 2400mhz. How can I get it to run at the rated speed of 3200mhz?

Having a 4k display on my laptop and desktop I'd say absolutely not for gaming but for things from content consumption to creation 4k is better than higher refresh rate.

I tried DOCP but it booted with 2133mhz instead of anything close to my memory's rated speeds, I could only get up to 2400mhz

I have an AMD 8350 CPU and I am thinking about getting a water block but don't know what would be the better cooling method would it be better to water cool or air cool is what he said, I dunno about you but I don't see 850 in his original statement.
