I was skeptic about AMD processors but on more research it turns out that Ryzen 5 1400 is a lot better than i5 7400 at the same price range. Is it really better to go with R5?

I have a desktop which is 10 years old which I want to replace. I have created a list of products which I thought would be a nice budget build. Please provide suggestions on the same. I also have other components like monitor, keyboard, mouse, speakers and UPS. Please note that I want my PC to be around the 35,000 Indian Rupees price range. Also, I am a software developer and am not much into gaming. I would be using the machine mostly for software development and regular use.
