    When you say "power meter", are you looking for an outlet power measurement meter, that measures current power readings on a particular load?
     
    If so, the "Kill-a-watt" meters are probably the most popular among computer folks:

    I find that for mobile devices turning on night mode/turning the brightness down, getting exercise, and avoiding coffee after 4pm is usually good enough for me. (I'm assuming the reason why you want to block blue light is to get to sleep at night right?)

    I don't think you actually need glasses. f.lux works good enough for me.
     
    But yes - bluelight filters definitely do help.
