    Do you have an SSD? What other components does your system consist of?
     If so, even when running low on memory, your background tasks will be moved to the page file much faster than it would on a mechanical hdd so you'll have more ram available for what's important without any noticeable delay. Of course if your game happens to somehow need more than 8 you're doomed in terms of fps. 
    8 gigs is enough for now imo, however, if you're not planning on spending money on ram in the next year you could consider upgrading it now. So far it will be sufficient for any game (if you don't multitask while running it, that is).
    Software scales up with memory at a various rate so even with 16 gigs of ram, if you multitask (especially chrome) will eat almost the same % of memory as it would with 8 gigs. With 16gb your system will be capable of opening more chrome tabs and if you run new heavy games at max graphics while doing something else in the background, but for pure not too graphically maxed out gaming in an optimized environment you should be good for now.

    I use my M.2. SSD for OS/some often played games, my SATA SSD purely for games storage, and HDD for images, music, videos, etc.
    With 500 GB you can store a good amount of games, and your documents should mostly stay in a HDD.

    Yes.  Use profiles in Intel XTU and map them to a key combo.  The same can be done with MSI Afterburner for GPUs.  Not sure if this can be done with Ryzen Master.

    I need to reinstall windows because I got some joystick to keyboard/mouse application and deleted it but its still messing with my controller, can I store Steam in a separate C:\ partition without the reinstall removing Steam?

    The stock cooler comes with preapplied thermal paste and should be enough for cooling already.

    Wow, that's showing it's age.
    Time for an upgrade.
     
    Oh, and it doesn't look like you have a graphics card at all. You're using integrated graphics on the CPU.
     
    Spend a month watching stuff like scrapyard wars and build guides.
    Learn everything you can about building computers 
    and then do a epic scrapyard wars mission to build a decent, modern PC on a budget getting used parts and chasing down local sales on kijiji and everything.
    If you're on a really tight budget,
    we've got this super cheap method where you can even build a VR compatible computer by looking for a cheap dell with a haswell processor that's an i5 4590 or higher.
    Then you can just add a decent graphics card like a used 970 or a new 1060 6gb and maybe a new power supply if the one in there is underpowered and you just made a medium to high end system out of basically nothing. 
     
    That's my suggestion.
    That thing is getting too old to keep using.

    No, don't do that. Shut it down, turn the power switch off in the back, and unplug it before doing anything inside a computer. Make sure you touch a metal part of the case's frame too if you're going to touch any computer parts in there. I use the screw on the power supply for that since I have a painted case.

    Oh and just to save you a major bad time..
    here's where most of your game saves will be C:\users\<yourname>\appdata 
    it's a hidden folder.
    Backup the whole thing somewhere.
    Then copy back the game save folders one by one to the new windows installation into their respective folders (local, locallow, and roaming) Just don't copy everything. There's more in there than just save games.
    You also want to back up your documents folder and C:\users\<yourname> because some saves go there as well.
    Anything else will most likely be in the specific game's folder. You'll end up losing those sadly unless you're aware of which ones do that.
