Went to Canada Computers today and had them test the 2700X, ram and board. (was only $20).

The memory controller on the CPU is borked. -___-

Now to find out if I can get a replacement or refund from the Aliexpress seller. Says to contact them if there's ever any issues and they have very good seller rating, so finger's crossed...

At least now I know what the problem is.
