Your current temps are actually fine but the contact frame should shave off a couple of degrees for not a lot of money.

Fine in my experience. Only board I've had issues with is the one UPS tried to bend like a taco. Make sure you're buying one without visible damage, confirmed working, and that looks properly cared for, and you should have no issues barring shipping company shenanigans (which is a risk with any package ever, used or new).

Firstly i would re-paste the card, then use MSI afterbirner for the fan curve and make sure Afterburner is set to run when the PC starts.

First of all, change the thermal paste on this card, i have had a few that were fried to bone cos people dont maintain their cards.
Next up, i have in the past used software like MSI afterburner to control the fan speed. Currently i am using Fan Control from github, which controls all my fans in the pc.

Your temps are fine. Your case isn't exactly meant for cooling, your ambient temp is a little warm (not horrible) and that's not a huge cooler. With this in mind, I would say those temps are decent in these circumstances. I'd say nothing to worry about.
You're not even close to the max temp for that CPU anyways. Even during Cinebench.

A good few of the Enermax coolers are prone to clogging badly.
New cooler and you should be fine.

After shuting down the PC and turning it back on, the issue is no longer there... guess it was armoury crate's fault... I will anyways go ahead and update the BIOS.

DDR4 5000+ exsists in a few kits. Doesn't really matter anyway the CPU's don't support DDR5.
Fastest realistic speed you could run on your 3600XT is 3800MHz C14 on Samsung B-Die or C16 on Micron Rev E.

Custom loops tend to have better pumps with higher flow rates, better designed and more substantial water blocks, and larger, better designed radiators made out of better materials (copper rather than aluminum).
There's nothing stopping an AIO from being as good as a custom loop, its just that it's really expensive and not really practical to do it properly.

It's not too bad, running peak it pretty much halves the gap between zen 2 and 3.

Oh well dont have any decent cpu samples yet aside from a golden pentium e5400 (4.5g 1.55v bench stable) and all my c2d e8000 wolfdales are either mid (4.7g 1.55v bench stable /4.4g 1.45v full stable) or flaming garbage (4.2 1.4v full stable), maybe an x5260 will change that but i wont get one now since i dont got much money =p

If the 3060 Ti is worth it over 3060 depends on how big the price difference is, though I do recommend going for the RTX 3060 Ti or RX 6700 or up for 1440p in the future.
That said the 3060 is almost never a good option, simply because the RX 6600 XT outperforms it while being way cheaper usually.
