    probably either rounding of CPU-Z, or just a bit of tolerance on the voltage regulator. But you could also try fixing it by undervolting the chip (offset negative).
    that reduces the power draw and strain on the VRM's. 
     
    But those are permanent fixes again, first figure out what is wrong. going to bed now, 2AM. Talk in a few hours.

    Just set DOCP an enabled in bios. (AMD's version of XMP)
     
    OC'ing RAM is pretty difficult and shouldn't be attempted unless you have plenty of time and patience.
    Long story short;
    Find what specs 3200mhz ram normally are. Take those settings and add more.
    Find your max volts that you're willing to use.
    So normal - 3200 16-16-16- 30 1T 1.3V.
    You - 20-20-20-40 2T 1.4V (or higher if your balls are big enough)
    Increase the IMC volts to a safe limit. Different for different boards and chips.
     
    Test. Stable?
    Lower the timings one by one. Or lower the volts.
    Not stable?
    Increase timings or volts.
     
    You may have to test for hours or days. You'll get plenty of BSOD's and possibly a corrupted Windows.
    Would I advice OCing ram? No.

    Yup.
    If you want to "future proof" get the 8GB version if you can.

    It supports all three of those. If you can get your hands on a 580 at a reasonable price, it will be arguably more futureproof because of the better DX12/Vulcan performance. Even though right now not that many games supprot these apis, in the future there will be more, so its arguably a better choice than the 1060.

    This will make a difference mostly in first person shooters and other fast paced games. The other way is to use classical V-Sync which is available for anyone, but it introduces input lag (a delay between mouse movement or key presses and the movement showing on the screen). That's why the 580 with a freesync monitor would be a better choice in my opinion.

    You can look at the benchmarks online, but the difference is not that big, and in some games even negligible.
    But, when we switch to DX12/Vulkan, the RX 580 wins. (EXCLUDING NVIDIA SPONSORED DX12 TITLES)
    Considering game developers will switch to DX12/Vulkan I would say an RX 580 is a better buy if it's not 30+ USD more expensive that the 1060 6GB.

    Rx 580 8GB if :
    -A bit more expensive than 1060 6GB or 580 4GB version
    -You already own or will buy a free-sync monitor to deal with screen tearing
     
    1060 6GB if :
    -Cheaper than the rest of those card or a bit more expensive than 580 4GB
    -You have no problem with tearing or you are planning to buy/already own 144hz monitor because with more refresh rate tearing will become less noticeable

    RX 580 4gb, the 4gb vs 8gb MAKES ABSOLUTELY NO DIFFERENCE IN 1080P and it will continue to never make a difference since by the time a game actually requires to use more than 4gb simply to run at 1080p the processing chip on it will be already too weak either ways, we're talking about another 7 ish years from today.
     
    With that said, having in mind the RX 580 and GTX 1060 are on pair and trade blows across the board I'd simply advise going with the cheapest alternative that still features decent enough cooling.
