First:  Make sure you're running in Full Screen.  Not all games play well with windowed mode.
 
Second:  Check your CPU Usage per thread.  It may be Thread limited, meaning some of your cores are capping, while others are far from, resulting in lower "usage" overall

I don’t know how cpu heavy that game is but that is a older chip so it cloud be that but I am not an expert in this. 

Any chance your monitoring software is reporting false numbers?    That perhaps your CPU utilization and temps etc are higher than it says.  Alternatively  your FPS counter is reporting false numbers.  Did you use more than one program to measure your FPS? 

My suggestion is get a used 1080/1080/2060/2070
 
You probably won't get your hands on a 30 card for a few weeks at least, especially not at retail. 

One thing I would suggest is making sure the quality is good.
 
We have our PSU tier list here on the forum and unfortunately I don't see the Neo ECO V2 on the list, but if it's a really old power supply you might want to consider replacing it for quality reasons.

550 watts is plenty for the 3060 ti. You can run that amount with no issue at all.
