2. Can you specify, do you mean that it hangs when YOU open it, or when the OS opens it on start-up?

Well, this is just one of those things that can become annoying really quickly, so you could use another browser, if you wanted, like Edge, or Opera, but yeah, more RAM and a faster storage solution would be the only way to help it, not fix though.
(OS Opens it at start-up)
Remove it from the start-up menu, by right clicking on the task bar at the bottom, Start Task Manager, going into the Start-up tab, then clicking on Google Chrome and pressing disable at the bottom. After this, a re-boot might be necessary (it won't prompt you)
Another possibility, could be you have either a virus (run a scan and see what happens) or a piece of malware has changed some of the settings in Google Chrome, so they could have changed the Start-up options or changed the Search engine, Just reset these to what they should be and see what happens,
No, while it would give you a few more resources, it will also cause quite a lot of problems, because if you do end it, then if you're unlucky, it can cause Windows to corrupt it's self or one of your apps. I know it's annoying seeing an app take up like 25% of your resources, but just live with it for a while t'ill Microsoft develops a more elegant solution
