I had a very similar issue with error code 0x00000e9, and the winload.efi describing an I/O error. This was on a Gigabyte X470 board.
 
Turns out I had to disable fTPM and then it booted fine. I've since updated BIOS and re-enabled fTPM.
 
Mine occured after accidentally unplugging the desktop before it fully shutdown.

There will be several new phones launched towards summer, including OnePlus 8 Lite, so I, personally, would wait a few more months. I am actually in need of a new phone myself and I'm planning to wait until the new batch of phones gets released. Spring and summer is seemingly a very popular period of time for phone-manufacturers to aim, probably because people like to buy new phones for their vacations to shoot all those stupid videos and take a billion pictures with.

iPhone 7 plus is a great option. Should last another 2 years or more.

So you basically want a phone with <6" screen size, good battery and stock android ? Well, most of the modern devices have a screen size >6". I would recommend the Xiaomi Mi A1. It has a 5.5" screen, no notch, simple yet nice design, SD 625, 4000mah battery and android One. The Mi A2 is a good choice too for her. Also, check out the Mi A2 Lite if that's available.

It's a solid first body to learn on. I'd be a bit wary of giving it to a 12yo, but that's up to you... No weather sealing of any kind, or tolerance for being dropped.

Would work I guess but it will be bulkier than a mirrorless. It all depends on if the kid has no issue with carrying bulkier stuff or not. Imho there are great used mirrorless cameras available for similar money. If it has to be a new one, the 4000D is probably the only option left.

I'd suggest a used mirrorless camera. Even 7 or 8 year old cameras can be very decent. Think of a Fuji E1 - still very much a usable camera and you should be able to get one for about $200, enough to get a decent lens to it. Getting an analog full manual camera would also be an option but then - the risk is high that this could push away a 12yo.

I would not build a sistem with less than 8gb of ram today.
I probably would not feel the urge to upgrade a system with 6 gb of ram either.
At least not for the ram.
