If I remember correctly the cooler I already have is the Hyper 212, it still overheats

I built this PC a while back and it's CPU has always overheated, the cpu in question is the Xeon E5 2689 0, it's got 8 cores, 16 threads and a 115W TDP. What should I get to cool it properly without sounding like a jet engine without breaking the bank?

First PC that needs one: i7 3770 GTX 1060 6GB 16GB of RAM and 4 hard drives Second PC that needs one: e5 2689 0 GTX 970 64 GB of ECC RAM and 4 hard drives

I don't exactly care about efficiency so does the rating really matter? around 60$ CAD if possible, definitely under 100$ CAD

That actually fixes it, they should make it clearer that linking your discord makes it so you can actually use the server. Discord is 13+ you can easily not have a phone at 13, and even as an adult I don't have a phone because it's 30$ a month for something I barely use, and even when I use it I could easily use google voice instead, which is free.
