You see the stock frequency is of 2666mhz, however just how you can overclock the CPU you can overclock Memory to beyond that should you have a compatible chipset motherboard, given how you must have bought a z370 yes you do have.
Now you have 2 options with this 3000mhz memory, you can either stick it in and leave it as that, it will run on 2666mhz which is the stock and done, nothing to worry about ever in your life oooooorrrr you can go to the UEFI/BIOS find the memory tab enable XMP set it to 2933mhz and run it overclocked.

It doesn't really matter. The differences (for gaming & browsing) are just too minimal between the different chip models, also the deltas between different CPUs within the same chip model are also drowning any possible significant difference between the different chip models.
In short, just take the one that feels the best to you. For pure gaming, the overclockable 8350k is the best choice with your budget, on paper. But yeah the 8400 and 2600 are more well-rounded. I'd take the 8400 if I had to choose, so you don't need to bother finding fast RAM.

what games do you play?
a b360 or a h370 should be a cheaper alternative to a z370 as they are board more suited to k model processors (that are unlocked and allow overclocking) but yes a z370 will work with a i5 8400
must say i am particularly fond of the MSI Z370 Gaming Pro Carbon Motherboard

i3 is enough. 4 cores are more than enough, and you can also overclock this chip.

i3 - i5, those are meaningless. So yeah, this chip is very underrepresented. It performs very well for games with it's 4 cores and high clock speed.

From what the OP is saying he wants a DDR3 system but wants an R5 1600, as you can see I've told him that the R5 1600 doesn't support DDR3 and have given him options for DDR3 supported platforms.

The r5 1600 is significantly better - you should probably buy a current generation model though, the r5 2600 and the i5 8600 are a thing too.

The 2600 if CAD or streaming are your main uses, 8600k for gaming, 8400 if the other two are too expensive.

The 2700x is a total waste. The 2700 is the exact same chip, the only difference is the factory clock. Once overclocked the chips are exactly the same. For CAD and gaming, however, I would just get the Ryzen 5 2600, the i5 8600k, or the i5 8400. Also, 32GB of RAM is a waste for the usage you describe. Unused RAM is wasted RAM, and while heavy CAD might be able to utilize more than 16GB, light CAD will not nor will any games.

sadly the issue is that
1. DDR3 doesnt work in newer cpus. you will need DDR4 and that doesnt work in your current mobo.
2. more modern cpus like 8400 and the 2600 doesnt work in your Motherboard.
you will need to upgrade all of those at once sadly.

I'm still running the AMD fx 8320 OC'D to 4.2 GHz and was running battlefield 4 reasonably. +1 on the SSD upgrade that will make a big difference.

Refer to this post for finding yourself the best possible PSU. Don't cheap on your PSU as it is one of the most vital parts in a computer and a bad one can decide to kill all of your system.

Either RAM or CPU for me personally, or both if you can get some good deals. You could either get an R5 1600 or an R5 2600. Wouldn't go more than that without upgrading the PSU.
