  1. Yes, I only use 1080 monitors. Does CL16 make such a difference to justify a doubling in price?

EDIT: I forgot to mention that for PSU I have a Corsair TX550M, 550W, 80+ Gold and I was planning to use it for this build. Also, for cooling I wanted to add two extra fans, a 120 mm and a 140mm. Also, even though I like to casually play games, I use only 1080 75 hz monitors. The purpose of the GPU is to be able to run games with decent fps, but also for other tasks like MATLAB simulations or TensorFlow networks.
