    Impossible for anybody to give a meaningful recommendation on either front when we don't know anything about your preferences/needs and you also don't specify what "too expensive" means with an actual budget.

    If you have 60 fps video playing on the secondary monitor, or other GPU-accelerated programs being rendered there, it can result in the main display also syncing to 60 fps.

    I have constant issues with the HDR modes on my LG monitors, though I have the 27" 2k 165hz and the 27" 2k 144hz, not the 4k model.

    Intel boards tend to uneccesarily overvolt your cpu so im pretty sure you can just lock all cores to 5ghz with 1.25v vcore and that should drop your temps

    Try applying a slightly lower voltage for the CPU through the motherboard BIOS. You should be able to lower the CPU voltage slightly without dropping clock speed, just run some stress tests to make sure it's stable or you might experience random crashes/BSODs. If you have issues you'll need to increase the voltage or revert to default/auto.
     
    Check the pump and fan speeds for the AIO cooler in Corsair iCue and set it to performance pump speed and increase the fan speed when the temperatures are hot. Since the water temperature is heating up it's a good indicator that the CPU mount and pump are okay.
    How are your radiator and fans orientated in the case?

    Well depending on how much moisture there is...
     
    A previously submerged device left at room termperature should be fine after 7 days without a power source connected.
     
    If it only has been cold 24 hours should be plenty at room temp. First it needs to warm up so the condensation can evaporate and as much as possible leave the laptop. Generally if you don't mind the risk it may be ok to use once it's warmed up (to room temp), which I mostly do and have had no problems with but none of those things have been a iMac...

    My router is a TP-Link AC1750, and my router was one that my ISP gave me.  The thing that is weird is that it barely happens with Call of Duty anymore, and when it does happen in Call of Duty or Tarkov it happens almost as soon as I load into the game itself, not even when I join a server or lobby.

    Call of Duty is a known internet killer, wouldn't surprise me if other games have similar problems.

    That’s a good point on the screen, and I’ve edited the post to clarify that the TV would be upgraded, but wouldn’t have an issue running games in lower resolution depending on how demanding the game is.

    This is what I will recommend you...
     
    Get an old used lga 1150 xeon (like xeon e3-1270 V3) from sites like eBay/AliExpress. They go for around $40-50. And would give significant increase in performance. It should be compatible with your existing motherboard, just make sure you are on the latest BIOS version for your motherboard. Also, you can sell your existing CPU to recover some of the cash later on. Get another matching 8gb stick of RAM. Get a cheap 500gb SSD. It will help in increasing the snappiness and responsiveness of your system. This will be the cheapest possible way of improving your system performance.

    Assuming that you have a trustworthy PSU and that it is high enough wattage...
     
    A new GPU would likely do the most for a game's performance but they are nearly impossible to find right for a decent price.
     
    Getting a new CPU(LGA 1200, or AM4 socket types), motherboard(LGA 1200, or AM4 socket types, some RAM(DDR4), and a corresponding cooler for the CPU((LGA 1200, or AM4 socket types) would probably do you wonders.
    The PC as a whole would probably run way more efficiently as you are currently using some pretty old hardware.
     
    You could probably get away with buying the cheapest motherboard you can find for the current socket type and from a trustworthy brand. For a CPU, you could even just grab a current gen i3(11th gen, not 12th gen). Snag 16GBs(DDR4) of a RAM. Lastly just any cooler outside of the stock cooler. Make sure it comes with some thermal paste or you'll have to buy some separately. 
     
    CPU - $130-$200+
    RAM - $40-$100+
    MOTHERBOARD - $80-$150+
    COOLER - $30-$100+
     
    Here are some rough estimates, speculative to change.

    Nono like, when I turn off the smart fan, the temps are absolutely fine, 72c, but the problem is that it's running max speed AT ALL TIMES instead of according to the temps (like fans go slow when idle, and go fast when under load) and if I turn on smart fan, the fan is just idle even under load, and it displays inaccurate temps on pretty much every software except for HWMonitor

    Well if it is running at 87c, that's definitely why the fan is cranked all the way up. I feel like certain generations of AMD CPU's have a reputation for running hotter than they should or are even supposed to. Being to as that is a semi-older chip, you could try unmounting the cooler and swapping the thermal paste just to make sure that it isn't dry thermal paste, as thermal paste is a really inexpensive fix if that is the problem.

    Yes however my particular one was produced before the BIOS update that let them be used. My box does not say Ryzen 5000 series ready, only third gen compatible. I'm going to do it just in case as well.

    Performance would technically increase wear on the pump as it's going to be working harder at higher RPM. That said, I doubt it would be any significant reduction in life span, so if you can't hear any difference between the two from where you sit relative to your PC, I'd stick to performance mode for the better cooling.

    Don't know Which topic should I use to post this. But here we go 

    I guess everyone knows about AMD GPU's buggy driver. Faced a lot of problem before. 
    But today it crashed and freezed again while I was playing Halo Infinite. Instead of hard restart for some reason I unplugged and plugged the HDMI cable. 
    and later it showed crashed error and went back to normal, then again it crashed, so I restarted the whole pc, After that started facing this sound problem, in games the sound is fine 
    But if I play any song on Youtube, or use video player to play anything, I heard a lot of buzzing noise. 
    If I uninstall AMD GPU driver, And run with default display adapter the sound is fine, but if I install that GPU driver, the problem is back again. 
    Tried uninstalling/installing latest windows updated but still the problem persists. 
    Also if I play 4K60FPS video the GPU core clocks remains very low, It's like it doesn't even know that I'm playing a 4k video, The CPU is doing all the work here, (but normally it's not like that)
    So after spending 3hours troubleshooting with different Driver version and looking through the internet I've found nothing. 
    Later again for no obvious reason I've felt like "I should unplug and plug the HDMI cable" 

    And Booooom!!!!!!! The audio problem has been fixed along with low core clock when playing high quality video. 
    I don't even know how they're even related, It's not like I was using HDMI audio, I was using Realtek audio with 3.5mm jack but still because of HDMI connection faced this weird problem 

    Posting this here because someone in the future may run into the same problem like I did. And find this topic useful. 

    Edit: GPU driver crashed again, But this time I did hard restart, after that restart started facing that audio problem, Just had to unplug and plug HDMI cable and restart, Now the problem is gone again,
