So I built a PC with a friend at his house, and it wouldn't turn on, and we came to the conclusion that the issue was the CPU. After 20 min of troubleshooting, his dad comes downstairs. He finds that I put the PCIe connector the opposite way from the GPU. So he unplugs it and turns it around, presses the power switch, and boom. It turns on. I was so disappointed in myself (and still am)
