Look for an R5 1600 - it'll be cheaper and still vastly superior to the i3 and also allow you to get a 1660.

That's not true at all anymore. The 9700 is hot, power hungry, slower and has no real upgrade path cause next gen intel CPUs are on a new socket. With AM4, you can upgrade to 16 cores. That's double what you are buying with just a simple BIOS update. Intel makes no sense in 2019

You could get a deskmount, but instead of clamping it, just screw them into the desk, if you can.

Reset the ram and run memtest86+. The windows tool is garbage and won't detect an issue. Also, make sure all drivers and firmware are updated. It could also be messed up OS so reinstalling Windows is a good idea.

Oops, don't get that! It doesn't have a displayport, and that means no g-sync!!! You need a DP port to use g-sync on freesync monitors!

If you have a nvidia card from 1000 series or upward you could just get a freesync monitor, as nvidia now supports freesync as "g-sync compatible".
LG freesync monitors work nice with it.

At idle your system will use about 130watts.  Under full load it will use 350 to 380 watts.  Your good even with a 450watt PSU.

Figured that myself and it turned out that, presumably, my sata was either dusty -?- or had died. It's working now, but it still has a few red blocks. So, I'm back upping rn and I'm gonna buy a new HDD/massive SSD

Try use different SATA and power cable, that kind of error scan only happen when your device is unplugged.

If the new receiver has outputs for 4 ohm speakers and a 3 ohm sub, and can deliver enough watts on these outputs, it'll work. The other specs don't matter for driving your speakers.

Revert the overclocks.

That brown stuff is glue. Its in place to keep heavy things on the board from moving and losing connetion over time. Thats normal and was put in place when it was being made.
 
Normal, you normally don't open it up, and you be care full if its running, and most of the really nasty stuff is on the bottom anyways.
 
Everything here looks fine to me.

The only laser in there is the one used to read the discs, which can be dangerous if shone directly in your eye. Diffuse reflections should be safe (though always be careful around lasers).

Just make sure its unplugged. Then nothing will be powering the DOOM LASERS.

By "Big Baller Looking" I guess you mean that it needs to be large and look powerful. But because you have a budget of €60 I guess you're not talking about the latest generation of GPUs??
 
The sort of thing I'm thinking of is stuff like the Radeon HD 7990 or GTX 590 which are old card and cheap but BIG, longer than a 30cm ruler big.
Those cards usually wont be less than €60 unless you're lucky.
 
I would recommend looking for a cheap R9 290 or something like that. If you want "Big Baller Looking" then stick to AMD. Becuase older AMD cards were almost always hot and power hungry you will find many with impressive HUGE coolers. Stuff with the Sapphire Tri-X cooler for example is big but can be cheap to get now.

Don't get anything AMD from before the 7000 series and only get 7870 or higher all these cards still receive updated drivers. R9 280X = rebranded 7970, R9 390 = rebranded R9 290
Don't get anything Nvidia from before the 400 series, best to stick with 600 series or newer as the older card no longer get driver updates. Also don't get anything less than 3GB VRAM (most 400 and 500 series are less than this).
 
Nvidia tend to have higher second hand prices and smaller less impressive coolers so I think you will have to go AMD for this project.
