Try to clean ur PSU from dust, replace thermal compund on CPU if doesnt work then try to pull overclock and if that doesnt work then RMA psu.

1. Turn off Game DVR just like @SilhouettePC suggested 2. Try to revert to earlier version (17.4.4) with clean install so none settings remain 3. Turn off VSync

Try to revert to Windows 7, it has a bit less RAM & CPU usage due to metro apps

First of all, if you're gonna put that load on gpu's then turn off laptop display and second what is range of budget ?
