I'm experiencing the same on a R5 2400g...90-95% CPU and ~60-70% GPU (RX570)

I noted that it also uses 100% of my 4790k even in a regular TDM, but at this point AC origins and Odyssey are doing the same thing so I'm less surprised by games using more CPU power. However i believe my 1080ti has fairly high % usage as well (90%+) at 1080p, I'll double check when I get home... Are your graphics settings turned up?

I have the graphics set to 'medium' right now (60-70 fps)...'high' does work (with some custom settings) but feels a little sluggish to me (50-60 fps)

I've played AC Origins but really didn't pay attention to the CPU usage...it seemed to play okay for me on 'high' settings

@TVwazhereMine are at least like high. I was definitely surprised by this as I always thought my GPU would be the slightly weaker link in most AAA titles. Seems not be the case at all with this. I might think about overclocking my CPU. Never had any reason to up to this point

Well it appears you have a Dark Rock 3 so you should be able to get a decent OC out of it. I was able to get my 4790k to 4.4 with stock voltage, haven't even tried to push it further than that. 

For the record, I do have my CPU overclocked (modestly) to 3.9 ghz on all cores 

IMO, it's just bad CPU optimization by the game devs.

I don't think it's a thermal issue....just really bad game optimization.

CPU is being used 90-100%, but so is the GPU, GPU power is also around 80% so it's definitely being used
