They're probably right. Let's face it, joining the PCMR is vanity and not necessity in life. Who knows what kind of emergencies will arise in the future and you've spent all that money for your PC. Just continue saving money until such time you have surplus for buying a PC. 
 
Also, you can wait for Coffee Lake and money doesn't grow on trees. 

4790k or ryzen 1600/ 1700, 7700k is not worth upgrading from a 4790k.

Uhh.. Those statements were most likely wrong back then, and are very wrong right now.

Stay away from old AMD CPU'S, if you want AMD your only real option is Ryzen. 

Well it can handle much higher voltage than that.  I'd recommend turning it up to 1.3V (assuming you have a good cooler) and seeing if you can get 4.7GHz at decent temps.
