No, you shouldnt push it any further with a 212 Evo. You will need a beefier cooling solution to push it further.

Good on them. Needs come prior to wants and saving money is a necesity these days.

They're probably right. Let's face it, joining the PCMR is vanity and not necessity in life. Who knows what kind of emergencies will arise in the future and you've spent all that money for your PC. Just continue saving money until such time you have surplus for buying a PC.
Also, you can wait for Coffee Lake and money doesn't grow on trees.

4790k or ryzen 1600/ 1700, 7700k is not worth upgrading from a 4790k.

Stay away from old AMD CPU'S, if you want AMD your only real option is Ryzen.

Well it can handle much higher voltage than that. I'd recommend turning it up to 1.3V (assuming you have a good cooler) and seeing if you can get 4.7GHz at decent temps.

If it is just snapping off and not blue screening, then that doesnt sound like an OC problem, more a power problem...

ah, front panel connectors - they're always so tedious.
It should be near the middle on the very bottom of your board, check your manual for the layout
the power and reset headers don't matter which way you put it in (+,-).

multi-gpu setups are inherently inferior, and those cards are in completely different price brackets; 1060 is more powerful in general.
