    You really can't tell. Check the card for any normal signs of wear, but you can't tell how its been used.
     
    And using it for mining won't just kill life so I wouldn't worry about it.

    There's really not. Ex-mining cards are fine to purchase. I've had several come through here without any issues, and my own GTX 1070 and GTX 1060 6GB were set up as mining cards, run continuously for several straight months. Both are back in use as gaming GPUs today, and I'd never know if I hadn't mined on them myself. Absolute worst realistic case, you might have to blow out some dust and replace the thermal paste.
     
    What's more important is what the card physically looks like and was where the system was set up. Ask the guy where the computer was placed. If he says that it was on a desk, you're probably ok as long as it checks out visually. If he says that it was sitting on the carpet sucking up cat hair and dog piss, you have issues. If you look at the card and it's absolutely packed with dust, it's fair to ask for a reduction in price because of how much cleaning you're going to have to do, or to walk away entirely. Whether or not a card was mined on has far less to do with its future prognosis than the overall environment it was used in and how much care was taken to keep it in good working order.

    Would pick the Matebook 13 or Matebook X Pro from Huawei over the XPS 13, but free Surface Pro is honestly a no-brainer, even if the Surface Pro 3 isnt perfect

    If this was me it would be a nobrainer: I would go with the Surface Pro 3.

    youre never going to LOSE performance when something new gets released
    you will always have the same performance of a R5 1400
    there will always be something newer 
     
    as for the 2400G - based on just this one image it has the same specs as the 1400
    it may be clocked slightly faster than the 1400 but nothing that cant be equalized with a bit of light overclocking

    The memory speed is shown in most applications as half of what it is. DDR is an abbreviation for Double Data Rate.
     
    Some applications even show it at one eighth for some cards, like my GTX 1080 showing 1389.2MHz when it is effectively 11114MHz. There are more technical explanations for this, but that's the most basic.
