    you can't get ANYTHING under 300 bucks not even in the prebuilt world, not NEW anyway, lets look at some BARE MINIMUMS a Ryzen 3 2200G is a 100 bucks by itself, then you need a motherboard which on the cheap end is like 60 bucks then a PSU which for a cheap POS one is around 30-40 then you NEED a MINIMUM of a 2x4GB ram kit which is damn near a 100 bucks right now, so your budget is used up and you don't even have a hard drive/ssd or a case, not to mention keyboard, mouse and Monitor.
     
    you can barely maybe able a functioning computer with new parts for 300 bucks, but you WON'T be gaming on it because it will be a Celeron with an iGPU.

    i'd cut down on a few components for an 8700k, and why are you pairing a 1080ti with a 60hz monitor?

    Unfortunately, the ram doesn't work! I will try to get my money back. I tried what you said and unplugged everything, still didn't have anything happen. I tried to just use the Corsair Vengeance and that didn't work either. Thanks for all the help @Jaxder and @TrevMCC38.

    Some assumptions I'm making:
    - Your computer has already worked in the past with different RAM
    - Your RAM sticks are all DDR3.
    - You have a clear workspace. Preferably a dinner table (don't scratch it) with enough space for everything (including your monitor and keyboard)
    - You have a few hours to do this.
     
    This guide will pretty much test everything in your computer.
     
    Steps to follow:
    1. Unplug all extras. You don't need your front panel USB ports, mouse, hard drive, graphics card to do this test (your motherboard should have a couple video-out ports.)
    2. Lay out your RAM and put a sticky note on each one with a unique number (1, 2, 3, 4, etc)
    3. Plug in stick #1 into the first RAM slot and attempt to boot. If you can boot into your BIOS, then this stick works in this slot. Record that result.
    4. Move the RAM stick to the next slot. Record the results.
    5. Repeat step 4 until you've tested all of the slots with that stick.
    6. Repeat steps 3-5 until you've tested all of the RAM sticks in all of the slots.
    7. Take a look at your results, you should be able to determine which sticks of RAM are bad.
    If by this point non of you RAM sticks work, then there are three possibilities:
       A. All of the RAM is bad.
       B. Your motherboard is bad.
       C. Your processor is bad.
    At that point, it is pretty hard to diagnose without purchasing more parts.
     
     
    If by this point, some of your sticks work:
    1. Fill the working slots with working RAM sticks
    2. Plug in your Hard Drive
    3. Attempt to boot.
    If you can boot, then we know that RAM configuration works with that Drive, turn your PC off.
     
    Now plug in your graphics card and attempt to boot.
    If it boots, then we know that you have a working PC!

    Run a script to output to a txt file in google drive. In command prompt (or powershell), run this command:
    nslookup myip.opendns.com resolver1.opendns.com This will return something like this:

    Your IP will be the second IP listed.
     
    Then go look at that .txt file.
     
    Or you can do what Enderman says. It's probably easier.

    You'd be surprised. It is such a basic skill for us, but I work in IT. The average consumer don't know how a battery works, and are completely astonished by people who build their own computers.

    If you were to upgrade, id reccommend the i7 8700K. But only if you need it, that CPU you have is very good.

    Yes they will fit.  the stock fans are 120s though, you'll have to custom mount them.

    Rack cases draw fresh air from the front so as long as you don't put it face down on the carpet you're fine.
    It might however be a bit too long to fit under the TV stand, you might want to check dimensions first.

    You should:
    Add an SSD If you want streaming try to get a Ryzen5. You really don't need to OC. This way you can save on cooler money too (even if you want to, wraith cooler is fine for minor OCs). Not sure about the PSU. @JDE how good is this PSU?
     
    Oh, and I love Zotac's stuff. Nice and Beefy. 
    And with Black Friday coming around the corner, try to wait a few weeks and get all the parts of cyber monday. Tons of stuff should have discounts.

    On all of my computers, I have two accounts. One is the Admin, the other is a regular user. It forces me to plug in a password every time I install a program, but it also makes me stop and think about what I'm installing before I install it. I also run Windows Defender. Hopefully that combo protects me.

    well i'll definitely take a look at that as well, especially since its on sale currently
    thanks, i wasn't sure since all the stuff i read only mentioned the overclock without going in-depth, but even so i just do casual gaming, so 60hz should be fine for me.

    So, ive disassembled my 3years+ old system because i wanted to take its 360 alphacool rad and d5 pump for my newer build, But I've foundout that my loop is kinda gunked up and probably corroded but Ive no idea how bad it is, Ive always known about it since my cpu temps were higher than usual, I used to change the loop water every 6-10 months, (distilled water +pt nuke) the water never shifted color or anything, so i never really bothered to fully disassemble the blocks, kinda wish i did now.... here are some photos, can i still salvage that radiator? My new loop is filled with new parts, and id hate it if this messed up radiator would corrode my new parts

    Heres the radiator: its ports had blue gunk on them which i cleaned, but im more worried about the inside? Sorry i cant take a closer pic but it does have some slight discoloration on the inside, ive cleaned it with distilled water and used some vinegar, still worried if it would mess up my new loop or not.

    But upon further cleaning and dumping it in distilled water with vinegar, look what happend

    That was a quick wash, its still not perfect but it tells me that the corrosion or whatever isnt as bad as i see in some pics, i still threw the block away since ive a new one, but im worried about that radiator, and I kinda dont wanna wait another month to buy one, since my new system is already disassembled and ready for the new loop lol

    Can you OC it up to 4.7 GHz stable? Because that is the stock boost-speed of the i7-8700k.
     
    I highly doubt it, Ryzen's goal was to just throw a ton of decent cores into a single chip. Whereas Intel seems to be working on getting the best performance per core.

    Sure, but is that a realistic method to get it to be "as effective" as an 8700k?

    Multicore : easy peasy (Even stock 1700 is well beyond stock 8700K without MCE)
    Single core: LN2 only
