I had a very similar problem on my mom's Z-270i Mobo
Here is what worked for me.
Disabling Driver Signature Enforcement
Instructions in spoiler.
I should also note that I tried
rolling back my bios (wouldnt let me even if I renamed the file)
system restore point
changing settings for ACHI/RAID in bios
changing boot drives
removing excess drives
Doing the whole Get-Packages thing in the command prompt (none were recent)
clearing CMOS (Jumper near the PCI-E slot)
Loading defaults
