Sorry it had to come to that.
Off of the top of my head, double check everything on your OS drive before wiping it in case you need to keep anything.
C:\Users\EChondo\Desktop C:\Users\EChondo\Downloads C:\Users\EChondo\Documents C:\Users\EChondo\AppData(usually Minecraft saves here in Local I believe) Hopefully it's a quick and easy reinstall and it works out for the best.

I'd wager it's time for a clean Windows install.
If your temps are good, drivers are updated, and short of hardware failing; Windows is the likely culprit unfortunately.
If you have a spare drive, I'd do a clean install, setup LoL and do some tests and go from there. If it continues, then I'd say you have a hardware problem somewhere.

Try this. Maybe something in your OS is borked.
Open CMD as administrator and run following commands whilst being connected to the internet.
SFC /SCANNOW -this will scan your critical system files and fix them if they are broken.
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth
Reboot PC and see if it helped.

The obvious thing to do is put the old cooler back on and see how it performs. May be an odd thermal issue that only shows up under a gaming load (when GPU and other components are kicking out heat too).

I have a Ryzen 5 1600X. I also experienced performance issues similar to what you are talking about. I put it down to Ryzen master software. Every time I installed that my performance had a significant drop off. I would recommend fresh windows install as just uninstalling didn’t fix it for me.

Laptop hard drives use next to no power. Don't worry about "extra headroom" and just get a decent unit in the first place.
And I'd still not get either of those for a GTX 970. Get something like a Corsair CX550, but give us links to where you can buy hardware from.

500W are enough for almost anything.
BUT Your PSU is NOT 500W, if you're lucky it's a shitty 400W one or a decent 300-350W.
And the overall quality seems quite low, though It doesn't look that bad. Layout seems rather good.
But overall it's not a good PSU and still a group regulated budget one.

Your PSU is crap. I don't need to Google to know that as it's a no-name unit. From a quick Googling it appears to be at least 8 years old. You most certainly should not use that with a spend system like yours.

I am in the same boat as you. i5 8400 or Ryzen 5? I am also an AMD fanboy, but the introduction of i5 is so tempting. I am doing my research now and will decide hopefully by today.

Kinda depends because Ryzen has a lower watt count then AMD and B350 is good at power I think it will make it under these circumstances other then that not sure.

take note however that there will be lower efficiency and the PSU fan would be spinning faster creating more noise. (some PSUs can get annoyingly and distractingly loud)

Assuming the power supply is from a reputable brand and is a decent model from them, you can get away with a PSU as low as 400W.

you should be able to pull it off, my FSP Hexa+ 450 (450W) is stable with a GTX 970 and an i7-3770

you MIGHT be able to pull it off, but to even have that gtx 970, nvidia reccons you have at least 500w of power. It's simple math really, find what each unit you want consumes, and subtract it from your PSU. You generally want to have a little buffer room though, unless you like living on the edge.
CPU - 60-120w
GPU - 140w
HD 30w each
Fans 5-10w each
EDIT: I don't know why I read it as you had a 450w PSU. yeah at 500w, you're fine.
