You are going to be much much better off buying a used computer. Get a refurbished one from an OEM like Dell if you don't feel comfortable going used. It will be much cheaper, faster and should have 8GB of RAM for about the same price which is far far better than 4 GB even in office work.

Honestly the best option right now would be to buy a prebuilt system as they haven't inflated in price very much but the single components like gpus and ram have.
